Job Description

As a result of the changing environment in commodity markets, Anglo American has centralised its marketing & sales activities in one Marketing Business in order to enhance commercial capabilities and extract full value of the commercial value chain. With the centralisation new ways of working, efficient processes and procedures, standardised IM systems as well as a new organisational model are being implemented to create a world class centralised, super-efficient, twin centred marketing function that can anticipate market developments and proactively plan sales and marketing activities with full information, visibility, and a fast, efficient decision-making process.

Purpose

To deliver accurate, compliant, and efficient payroll, tax, and payroll accounting services for Singapore and China, ensuring employees are paid correctly and on time while meeting all statutory, tax, reporting, and governance requirements. The role partners closely with People & Organisation, Finance, Global Shared Services, and external vendors to manage payroll operations, support payroll-related accounting activities including accruals and provisions, maintain strong controls, and drive continuous process improvement.

Key Responsibilities include

Payroll, Tax & Payroll Accounting

  • Manage the end-to-end monthly payroll process for Singapore and China, ensuring accuracy, completeness, and timely delivery.
  • Ensure payroll processing complies with all applicable statutory requirements, tax regulations, company policies, and internal controls.
  • Partner with Global Shared Services (GSS) Payroll, third-party payroll providers, and tax vendors to support payroll operations, data requests, issue resolution, and compliance requirements.
  • Perform detailed payroll reviews, validations, and reconciliations to ensure the accuracy and integrity of payroll data.
  • Serve as the first point of contact for employee and stakeholder payroll queries, resolving issues in a timely and professional manner.
  • Manage annual income tax reporting and submissions, including coordination with tax vendors and relevant authorities.
  • Administer tax clearance (IR21) processes for foreign employees leaving the organisation.
  • Investigate, analyse, and resolve payroll and tax discrepancies, implementing appropriate controls and quality assurance measures.
  • Work closely with Finance to prepare, review, and reconcile payroll-related accounting entries, including salary accruals, bonus provisions, annual leave provisions, and other employee-related liabilities.
  • Support month-end and year-end close activities by providing payroll data, reports, reconciliations, accruals, and provision calculations to Finance.
  • Partner with Finance to ensure payroll costs are accurately accounted for and reflected in the general ledger, including the timely resolution of payroll-related accounting variances.
  • Prepare and provide payroll reports, analytics, and supporting documentation for Finance, audits, and management reporting.
  • Liaise with internal and external auditors on payroll, tax, and employee-related financial matters.
  • Continuously identify and implement process improvements to enhance payroll, tax, reporting, and payroll accounting processes, controls, and systems.

Other Responsibilities

  • Act as a trusted and dependable resource, providing professional operational support to the People & Organisation (P&O) team across payroll, tax, and related employee administration activities.
  • Translate policy requirements and business needs into practical system solutions within P&O payroll and P&O systems, recommending process improvements and automation opportunities where appropriate.
  • Support the implementation, communication, and adoption of P&O systems, processes, and initiatives.
  • Manage and coordinate the resolution of urgent payroll-related issues and escalations between GSS, external vendors, Finance, and the P&O team.
  • Participate in and support payroll-related projects, system implementations, process enhancements, and organisational initiatives.
  • Maintain strong stakeholder relationships across P&O, Finance, GSS, external vendors, and business leaders to ensure effective service delivery.
  • Undertake additional duties, projects, and responsibilities as assigned from time to time.

Qualifications

Diploma/Bachelor's Degree in Business Administration, Human Resources or relevant disciplines 

Specific Knowledge requirements:

  • At least 5 years of relevant working experience in Payroll and Tax  
  • Management: Stakeholder management and influence
  • Knowledge of China payroll and legislative requirements

Other requirements:

  • ​​​​​​​Experience working within a Human Resources role in a global multi-national organisation.
  • Able to work flexibly in a global timezone.
  • Experience of working with people at all levels and with people from different cultures/geographies.
  • Problem solving and solution generation skills.
  • Ability to prioritize and manage multiple deliverables.
  • Able to work on own initiative and well as part of a team, must be self-sufficient.
  • Demonstrates initiative.
  • MS Office suite (Word, Excel, PowerPoint, Project).
  • Knowledge - SAP or similar ERP systems.
  • Able to read and communicate in Mandarin.
