About the Programme

SRHR Next is a 2.5 year SRHR programme bringing together 11 Dutch international organizations and local partners in eight countries, including Uganda. This programme aims to protect and strengthen sexual and reproductive health and rights (SRHR) in a context of limited resources, weakened health systems, and increasing pressure on civic space. The programme is implemented through a consortium of organizations committed to advancing sexual and reproductive health and rights for women, adolescents, young people and marginalized populations through coordinated action, evidence-informed advocacy, health systems strengthening and meaningful community engagement.  The Uganda programme contributes to a broader multi-country initiative aimed at strengthening national SRHR ecosystems by promoting locally led solutions, reinforcing strategic partnerships and enhancing collaboration among government institutions, civil society organizations, youth-led organizations, women's rights organizations, organizations of persons with disabilities and development partners. The programme will contribute to improved and equitable SRHR outcomes through three mutually reinforcing strategic pillars: strengthening health systems to deliver quality, integrated and rights-based SRHR services; expanding access to accurate SRHR information through comprehensive sexuality education, social and behaviour change interventions and community engagement and creating an enabling environment through policy advocacy, gender-transformative programming, social norm change and strengthened accountability mechanisms. The programme places particular emphasis on government ownership, meaningful youth participation, gender equality, disability inclusion, safeguarding, evidence-informed programming and sustainable institutional capacity strengthening.

Job Description

JOB PURPOSE

The Programme Manager will provide strategic, technical and operational leadership for the implementation of the SRHR Next Programme in Uganda. The position will oversee the delivery of interventions in health systems strengthening, comprehensive sexuality education, social norm change, advocacy and gender-transformative programming while coordinating a consortium of implementing partners.

The Programme Manager will provide leadership to strengthen the functionality and effectiveness of Uganda's SRHR platforms for collective advocacy, learning, policy engagement and partnership. The role will ensure strong collaboration among government institutions, consortium partners and key stakeholders to deliver high-quality, rights-based and inclusive SRHR interventions.

PRIMARY RESPONSIBILITIES.

Key Duties and Responsibilities:

Planning and coordination

  • Oversee programme start‑up activities, including kick‑off meetings, institutional capacity assessments, signing of MoUs, and establishment of governance and coordination structures
  • Provide strategic leadership for the planning, implementation, monitoring and reporting of the SRHR Next Programme in Uganda.
  • Lead the development of annual work plans, implementation schedules, budgets and performance monitoring frameworks.
  • Establish and maintain effective programme coordination mechanisms, including regular planning, review, and learning meetings with partners and stakeholders.
  • Strengthen government ownership of programme interventions through joint planning, implementation, monitoring and learning with relevant Ministries, Departments and Agencies.
  • Strengthen the functionality and coordination of the existing SRHR platforms by facilitating joint planning, shared learning and collective action.
  • Ensure programme implementation aligns with national SRHR priorities, donor requirements and consortium agreements.
  • Lead regular programme review meetings, consortium coordination meetings and technical planning sessions.
  • Facilitate coordination with the global Programme Management Unit and contribute to cross-country learning and harmonization of approaches.
  • Promote adaptive management by ensuring programme decisions are informed by monitoring, research and emerging evidence.
  • Oversee programme quality assurance, risk management, safeguarding and compliance with donor and organizational policies.
  • Coordinate programme reporting, documentation of lessons learned and dissemination of best practices.
  • Ensure effective financial and operational oversight in collaboration with finance and operations teams.
  • Lead sustainability planning, including transition strategies and institutionalization of successful programme approaches within government systems and partner organizations.
  • Provide strategic leadership for health systems strengthening interventions including health workforce capacity development, quality improvement, service integration, digital innovations and institutional strengthening.

Stakeholders Management

  • Provide leadership in coordinating the consortium of implementing partners and fostering a collaborative, transparent and accountable working environment.
  • Build and maintain strategic partnerships with the Ministry of Health, Ministry of Gender Labour and Social Development;  Ministry of education  and Sports, local governments, development partners, civil society organizations, youth-led organizations, women's rights organizations, organizations of persons with disabilities, academic institutions and the private sector.
  • Promote meaningful participation and leadership of adolescents and young people in programme governance, implementation and accountability mechanisms.
  • Represent the programme and the consortium in national technical working groups, coordination forums, policy dialogues and stakeholder meetings.
  • Strengthen collaboration between existing SRHR platforms and  national coordination mechanisms to maximize collective impact
  • Facilitate effective communication, coordination and knowledge sharing among consortium partners and external stakeholders.
  • Foster partnerships that mobilize technical expertise, innovation and additional resources to strengthen programme implementation.
  • Build consensus among diverse stakeholders and promote joint advocacy and coordinated responses to emerging SRHR issues.
  • Promote multi-sectoral collaboration and facilitate stakeholder participation in planning, implementation, and review processes.
  • Convene and support national governance and coordination platforms, including the Programme Advisory Group, communities of practice and technical expert groups.
  • Represent the programme in national, regional and international forums to enhance visibility, influence policy and promote knowledge sharing.

Capacity Development

  • Assess and strengthen the institutional and technical capacity of consortium partners and CBOs to deliver high-quality SRHR programming.
  • Provide technical leadership and mentorship on health systems strengthening, comprehensive sexuality education, gender-transformative programming and social norm change.
  • Support partners to integrate evidence-based approaches, safeguarding, gender equality, disability inclusion and meaningful youth participation into programme implementation
  • Promote continuous learning through technical exchanges, peer learning forums, coaching and communities of practice.
  • Promote innovation and documentation of promising practices to improve programme effectiveness and sustainability.
  • Facilitate knowledge generation and dissemination to inform policy and programme improvement.

Monitoring, Evaluation, Accountability, Research and Learning

  • Oversee implementation of the programme Monitoring, Evaluation, and Learning (MEL) framework in line with the donor and Amref Health Africa MEL standards.
  • Lead documentation of best practices, lessons learned and success stories to contribute to national and global knowledge.
  • Promote and oversee implementation research to inform continuous improvement of implementation approaches, including the design, coordination, and dissemination of studies.
  • Facilitate the generation and use of evidence from research to strengthen programme quality, advocacy and support data-driven decision-making across the programme.
  • Promote learning and knowledge sharing across health facilities, partners and countries.

Financial Management

  • Oversee programme budget planning, utilization, and monitoring to ensure efficient and accountable use of resources.
  • Ensure compliance with donor financial requirements, Amref policies, and applicable regulations.
  • Monitor expenditures and forecasts, ensuring alignment with approved budgets and work plans.
  • Support development of business cases and co‑financing strategies to enhance sustainability of investments such as simulation labs and online learning platforms.
  • Strengthen financial management systems and controls to mitigate risks related to mismanagement and fraud.

Human Resource Management

  • Provide leadership and supervision to programme staff, fostering a high-performing, accountable, and collaborative team environment.
  • Build staff capacity through coaching, mentorship and professional development opportunities.
  • Ensure clear roles, responsibilities and accountability frameworks for all team members and partners.
  • Conduct appraisals, mid and end of year reviews for programme staff.
  • Foster a culture of safeguarding, accountability, inclusion, innovation and continuous improvement across the programme team.

Qualifications

Education and Experience

  • Master's degree in Public Health, Reproductive Health, Health Systems, Global Health, Development Studies, Social Sciences, Gender Studies, Health Policy, law, International Development or another related field from a recognized university.
  • Post graduate diploma in Programme planning, Monitoring and Evaluation is an added advantage
  • At least 10 years of progressively responsible experience managing large donor-funded health or development programmes, including at least five years in a senior programme management role.
  • Significant work experience in the field of Sexual and Reproductive Health, Gender, Youth and Human Rights is preferred. 
  • Specialized knowledge and experience within Health Systems Strengthening and integrated SRH, gender, and youth development approaches will be desired;
  • Experience in strategic planning and implementation; programme/project management including experience in large multi-sector programmes;
  • Experience working with the Ministry of Health, development partners and civil society organizations.
  • Proven experience in partnership development, coalition building and alliance management.
  • Demonstrated experience managing multi-partner consortium programmes or strategic alliances, including coordination of multiple implementing partners.
  • Strong understanding of Uganda's SRHR policy landscape, health systems and national coordination mechanisms.
  • Demonstrated experience applying the Guttmacher Principles and rights-based approaches in SRHR programming.
  • Demonstrated experience designing and implementing Comprehensive Sexuality Education (CSE) programmes and social and behaviour change/social norm change interventions.
  • Proven experience in policy advocacy, strategic influencing and stakeholder engagement at national and sub-national levels.
  • Demonstrated experience implementing gender-transformative approaches and promoting social norm change methodologies.
