The M(H)IND project [AID 012590/07/0] aims at improving the mental health status and resilience of people with psychological, neurological and psychiatric disorders in South Sudan, through a reduction of stigma, dedicated community and clinical services, and competent social and health personnel. A preliminary assessment has shown that several SGBV survivors present with psychological distress and psychiatric symptoms to the MNS clinics supported by the project.
Cognizant that this particularly vulnerable sub-group of patients requires specific MHPSS care, Amref wishes to strengthen the capacity of selected MNS clinics (along with that of the facilities hosting such clinics, wherever relevant) to more effectively and synergistically care for SGBV survivors.
Job Description
Purpose of the Consultancy:
Amref Health Africa seeks a qualified consultant (individual or firm) to provide evidence-based, best practices- and guidelines-guided, culturally sensitive, and context-aware technical assistance and training to strengthen the capacity of selected health facilities, and especially their MNS clinics, to provide appropriate, integrated and effective MHPSS services to SGBV survivors.
Scope of Work
The consultant will be responsible for the following tasks:
- Based on the findings of the preliminary assessment conducted by Amref Health Africa at the selected facilities, develop a simple training module to equip clinicians running the MNS clinics, along with some selected healthcare workers from other departments within the same facility, with a basic understanding of SBGV survivors’ care and, specifically, with a basic set of skills and competences to assess and provide tailored MHPSS care to patients with experience of SBGV. Such care should extend to include how to effectively refer and follow-up SGBV cases. The module must be strongly anchored on relevant national policies, guidelines, protocols, and best practices.
- Carry out a quick on-site assessment (½ day) at each of the 4 selected “hubs”: Maridi County Hospital, Mundri PHCC, Kapoeta Civil Hospital, Tonj Civil Hospital. Use the findings of this quick on-site assessment to further customize the contents of the above-mentioned training module (point “a”).
- Implement the training module (point “a”) at each hub, for a max. period of 2 full days at each hub.
- Debrief the hubs’ facility managements and jointly draft simple referral protocols for SGBV survivors’ care for each hub (½ day).
- Report on the whole services rendered.
Requirements
The Consultant can be either an individual, a team or an organization. In all cases, the Consultant shall demonstrate or possess the following:
- Degree in a relevant field (e.g., psychology, medical or clinical sciences, etc.), at least for the Lead Consultant.
- Clear and demonstrated understanding of SGBV and mental health services, psycho-social support, their delivery and organization within the South Sudanese health and protection systems.
- In-depth knowledge of the South Sudanese context vis-à-vis sexual and gender-based violence dynamics and trends.
- Track-record of successful delivery of training of social and/or health care workers on SGBV-related topics.
- Strong interpersonal skills and capacity to work with people at all levels and with different cultural backgrounds.
- Committed to work and meet the deadlines as agreed with Amref.
- Proactive attitude, able to work with minimal supervision and to plan work around tight deadlines.
- Available and fit to travel to locations in Western Equatoria, Eastern Equatoria, Warrap states and Juba, in South Sudan.
- Excellent English communication and writing skills. Knowledge of local languages spoken in Western Equatoria, Eastern Equatoria and Warrap is an advantage.
Timeframe
The consultant might be contracted to deliver services between March and mid-May 2026.
