Amref Health Africa - Tanzania is a non-profit public health organization supporting the Government of Tanzania to address public health issues including maternal and child health, HIV, TB, Malaria, and Nutrition in Tanzania 1987. Amref Health Africa in Tanzania is funded by The U.S. President's Emergency Plan for AIDS Relief (PEPFAR) through CDC Tanzania, to execute a robust HIV care and treatment clinical cascade project aiming to accelerate the achievement of the current 95-95-95 goals and the HIV epidemic control in Tanzania. Branded as Afya Thabiti, this project has been implemented in Mara, Simiyu, and Zanzibar since October 2023 and expanded to Dar es Salaam starting January 2026 covering facility and community-based prevention, care, and treatment services. Afya Thabiti works in collaboration and with guidance from the Tanzania Ministry of Health, Zanzibar Ministry of Health, and President’s Office Regions Authority and Local Government (PORALG). Job Description
The TB/HIV Services Advisor provides technical leadership, coordination, and oversight for the implementation of integrated Tuberculosis (TB) and HIV services across Afya Thabiti–supported regions. The Advisor ensures high-quality service delivery in TB case finding, intensified TB screening, TB Preventive Therapy (TPT), TB treatment, infection prevention and control (IPC), and TB/HIV collaborative activities in alignment with national guidelines and donor priorities.
The position provides strategic support to regional and council health management teams (R/CHMTs), facility providers, and project technical staff to ensure optimal TB/HIV integration, improved client outcomes, and achievement of the national TB/HIV program targets.
KEY RESPONSIBILITIES
- Provide overall technical leadership and guidance for TB/HIV service implementation to project staff, R/CHMTs, and healthcare workers across all supported regions.
- Strengthen TB/HIV collaborative activities, including intensified TB case finding, HIV testing among TB patients, and prompt TB treatment initiation for co-infected clients.
- Ensure TB/HIV service delivery is fully aligned with national guidelines and donor technical recommendations.
- Coordinate TB/HIV activities with NTLP, NASHCOP, CDC, and other implementing partners to ensure harmonized and efficient program implementation.
- Support facilities to implement routine and intensified TB screening for all HIV clients at every clinical encounter.
- Provide technical support to strengthen TB specimen referral systems to maximize access to preferred molecular diagnostic tests and reduce turnaround time for results.
- Provide technical guidance to ensure all eligible PLHIV are initiated on TPT, while monitoring completion rates and strengthening adherence support to improve overall TPT outcomes.
- Collaborate closely with the Supply Chain Advisor and Laboratory Services Advisor to ensure uninterrupted availability of TB/HIV commodities, medicines, and laboratory supplies.
- Provide clinical mentorship to facility providers on TB/HIV co-management, including ART initiation, appropriate timing of treatments, and management of adverse drug reactions.
- Support facilities to implement effective TB infection prevention and control (IPC) measures, including triaging, fast-tracking, ventilation improvements, cough etiquette, and proper use of PPE.
- Conduct training, coaching, and mentorship for R/CHMTs, facility staff, and community partners to strengthen delivery of high-quality TB/HIV services.
- Represent and present the Afya Thabiti project in national technical working groups (TWGs), government forums, and donor meetings related to TB/HIV services.
- Participate in the development and review of national TB/HIV guidelines and policies, and support R/CHMTs and project teams in the rollout and implementation of updated government and donor guidance.
- Oversee the preparation, analysis, and presentation of TB/HIV reports for project, donor, and government reporting platforms.
- Support facilities to establish and implement TB/HIV Continuous Quality Improvement (CQI) activities to enhance service quality and program outcomes.
Qualifications
Education
- Doctor of Medicine (MD) or Bachelor of Medicine and Surgery (MBBS) required.
- Master’s degree in Public Health (MPH), Epidemiology, or related field preferred.
- Additional training in TB/HIV management is an added advantage.
Experience
- Minimum 7 years of clinical experience in HIV and TB programs, particularly in PEPFAR/CDC-funded projects.
- Demonstrated experience in TB/HIV program coordination at regional or national level.
- Practical experience in capacity building, mentorship, and supportive supervision.
- Experience in data analysis, interpretation of TB/HIV reports.

- Strong analytical and problem-solving skills.

LANGUAGES
- Fluency in English and Kiswahili (spoken and written).
