Job Description

Infrastructure decisions made at concept and design stages lock in decades of maintenance costs and operational risks. Programs that treat infrastructure operations and maintenance as a downstream concern inherit systems that are more costly to operate and fail more often.

The ideal candidate brings senior, hands-on experience across the full lifecycle of high-speed and conventional rail infrastructure: planning, design, construction, testing and commissioning, and long-term operation and maintenance. Prior experience acting as technical authority or shadow operator, representing Infrastructure O&M interests inside design and construction decisions.

 

Responsibilities:

  • Leads infrastructure strategy and technical review for high-speed and conventional rail programs, from concept through commissioning.
  • Acts as technical authority and shadow operator.
  • Represents infrastructure operations and maintenance interests in design and construction decisions.
  • Directs the development of infrastructure maintenance concepts, rules, and OPEX models for track, systems, stations, and infrastructure maintenance facilities.
  • Reviews designs and technical proposals for infrastructure constructability, maintainability, and lifecycle cost, identifying risks.
  • Leads infrastructure value engineering across subsystems: civil works, track, energy, signalling, and control systems.
  • Supports infrastructure testing and commissioning planning, and the technical handover of infrastructure from construction to operations.
  • Coordinates multidisciplinary and multicultural teams across international programs.
  • Interfaces directly with client leadership, planners, and designers to align infrastructure decisions with long-term operational constraints.
  • Contributes to bid development and technical proposals for new infrastructure and O&M opportunities.
  • Mentors engineering and infrastructure O&M staff. Trains internal resources, as well as partners and third parties on infrastructure maintenance strategy and lifecycle standards.
  • Serves as the senior technical representative for the discipline with regional and global clients, building trust and demonstrating EC’s technical leadership.
  • Collaborates with global EC centers to align standards, approaches, and technical solutions
  • Represents discipline externally as a recognized subject matter expert and thought leader.
  • Leads structured mentoring and capability-building programs for engineers and senior technical staff.
  • Promotes professional accreditation, global knowledge exchange, and technical growth across disciplines.

 

    Qualifications

     

    • Civil Engineering degree.
    • 20+ years of senior experience in rail infrastructure, high-speed or conventional.
    • Demonstrated experience across the full project lifecycle in infrastructure: planning, design, construction, testing and commissioning, operations and maintenance.
    • Direct experience defining maintenance strategy and OPEX models for rail infrastructure and systems.
    • International project experience, across multiple rail markets and multidisciplinary teams.
    • Good communication skills.

     

    Preferred Qualifications

     

    • Experience acting as technical authority or shadow operator representing infrastructure O&M during design and construction.
    • Master's degree in engineering management, business administration, or a related field.
    • Experience in value engineering and design review from an infrastructure operational perspective.
    • Experience supporting international bids and technical proposal development.
    • Proficiency in a language beyond English and Spanish.
