Job Description
Position Overview:
The Senior QA/QC Manager shall report to the Project Director / Project Head and serve as the PMC lead for Quality Assurance and Quality Control management across the airport development project.
The role shall be responsible for establishing, implementing, monitoring, and continually improving project-wide Quality Management Systems (QMS), quality governance frameworks, inspection and testing regimes, compliance monitoring processes, and quality performance improvement initiatives throughout the project lifecycle.
The position shall provide leadership and oversight to ensure that all design, construction, testing, commissioning, and handover activities are executed in accordance with project specifications, approved drawings, contract requirements, statutory regulations, aviation standards, applicable codes and international best practices.
The Senior QA/QC Manager shall proactively identify quality risks, implement preventive and corrective measures, promote a culture of quality excellence across all project participants, and support the successful delivery of airport infrastructure meeting the highest standards of safety, performance, durability, reliability, and operational readiness.
Key Responsibilities:
Quality Leadership & Governance
- Develop, implement and maintain the Project Quality Management Plan and Quality Assurance Framework.
- Establish project-wide quality governance structures, reporting mechanisms, quality objectives, and performance monitoring systems.
- Provide strategic quality leadership and guidance to the Project Director and Project Leadership Team.
- Promote a culture of quality excellence, continuous improvement, and proactive quality management across all stakeholders.
- Lead and mentor QA/QC engineers, inspectors, laboratory personnel, and quality teams deployed across the project.
Quality Assurance Management
- Establish and maintain ISO 9001 compliant Quality Management Systems for project delivery.
- Review and approve Contractor Quality Plans, Method Statements, Inspection & Test Plans (ITPs), Quality Procedures, and Quality Manuals.
- Ensure quality requirements are integrated into project planning, procurement, design reviews, construction, commissioning, and handover activities.
- Monitor contractor and supplier compliance with approved quality systems and contractual quality requirements.
- Review quality management procedures and recommend improvements where necessary
Quality Control & Inspection Management
- Oversee inspection and testing activities for civil, structural, architectural, finishing, MEP, utilities, airfield and associated infrastructure works.
- Ensure compliance of materials, workmanship, installations, equipment, and systems with project specifications and approved standards.
- Monitor laboratory testing, field testing, inspections, mock-ups, factory acceptance tests (FAT), site acceptance tests (SAT), testing and commissioning activities.
- Review quality records, test certificates, inspection reports, calibration records, and compliance documentation.
- Ensure timely identification and resolution of quality deficiencies.
Risk Management & Non-Conformance Control
- Establish systems for identification, monitoring and mitigation of quality risks.
- Manage NCRs, observations, deviations, concession requests, corrective actions, preventive actions and root cause analysis processes.
- Lead investigations into recurring quality issues and implement sustainable improvement measures.
- Monitor quality trends and develop proactive risk mitigation strategies.
- Advise project leadership on critical quality issues and recommended corrective actions.
Testing, Commissioning & Handover Quality
- Oversee quality assurance requirements during testing, commissioning, integrated systems testing and operational readiness activities.
- Ensure commissioning documentation and quality records are properly maintained.
- Monitor snagging, defect management, punch-list closure and readiness assessments.
- Verify compliance of completed facilities prior to handover and operational acceptance.
- Support transition from construction to operational phases while ensuring all quality requirements have been achieved.
Audits, Compliance & Performance Monitoring
- Conduct quality audits, surveillance inspections, compliance reviews and management assessments.
- Evaluate contractor, supplier and consultant quality performance.
- Develop quality dashboards, KPIs, trend analysis reports and management review reports.
- Monitor compliance with Employer Requirements, contractual obligations, approved specifications and statutory requirements.
- Identify opportunities for quality improvement and process optimization.
Stakeholder Coordination
- Coordinate with Airport Operators, Designers, Contractors, Independent Testing Agencies, Authorities, Consultants, Vendors and Regulatory Bodies on quality-related matters.
- Support interface management between multiple contractors and project stakeholders.
- Facilitate timely resolution of quality issues arising during project execution.
- Participate in project reviews, technical workshops, governance meetings and quality management forums.
Qualifications
Qualifications & Experience:
- Bachelor's degree in civil engineering or other relevant Engineering discipline from a recognized university.
- Master's degree in engineering/ construction management/ quality management or related discipline shall be preferred.
- Professional certifications in Quality Management, Lead Auditor (ISO 9001), Six Sigma, CQI/IRCA or equivalent shall be preferred.
- Overall, 15-20 years of professional experience in quality assurance and quality control management for large construction, infrastructure or industrial projects.
- Minimum 10 years of relevant QA/QC experience on airport or aviation-related projects, including terminal buildings, airside infrastructure, runways, taxiways, aprons, ATC facilities, utility systems and operational airport environments.
- Demonstrated experience in development, implementation, and administration of ISO 9001 Quality Management Systems for design, construction, testing and commissioning activities.
- Experience in PMC, EPC, Design-Build, Independent Engineer, or Client-side project management environments.
- Strong knowledge of airport construction standards, quality control procedures, material testing requirements, inspection methodologies, and commissioning protocols.
- Experience in brownfield airport developments, operational airports, complex multidisciplinary construction projects, and fast-track project delivery shall be preferred.
- Strong working knowledge of relevant Indian and international standards, including BIS, IRC, IS Codes, ASTM, ACI, ICAO, FAA, EASA and other industry standards, as applicable.
- Experience in at least one Greenfield or Brownfield airport project of minimum 10 MPPA capacity involving terminal, airside or major airport infrastructure works.

- Strong capability in quality audits, inspections, supplier quality management and contractor performance monitoring.
- Proficiency in digital quality management systems, dashboards, reporting tools and performance analytics.
- Strong analytical, problem-solving, decision-making and risk assessment capabilities.
- Excellent communication, stakeholder management and leadership skills.
- Ability to manage multidisciplinary teams and complex contractor interfaces.
- Demonstrated ability to identify quality risks, implement mitigation measures and drive continuous improvement.
- Ability to perform effectively under demanding project schedules while maintaining the highest standards of quality, compliance and operational readiness.
