Job Description

Senior EHS Manager shall report to the Project Director / Project Head and serve as the PMC lead for Environment, Health, Safety and Sustainability management across the airport development project.

The role shall be responsible for establishing, implementing, monitoring and continuously improving project-wide EHS management systems, safety governance frameworks, environmental compliance programmes and sustainability initiatives. The position shall provide leadership and oversight to ensure safe execution of all construction activities within operational airport environments while maintaining compliance with statutory requirements, airport operational requirements, environmental regulations and international best practices.

The Senior EHS Manager shall proactively identify and mitigate safety, health, environmental and operational risks, support project leadership through data-driven safety performance monitoring, and promote a strong safety culture across all project participants to achieve zero harm and sustainable project delivery.

Key Responsibilities

EHS Leadership & Governance

  • Develop, implement and maintain the Project EHS Management Plan, Safety Management System and Environmental Management Framework.
  • Establish EHS governance structures, monitoring mechanisms, reporting protocols and performance management systems.
  • Promote a strong safety culture and drive continuous improvement across all project stakeholders.
  • Provide strategic EHS guidance to the Project Director and Project Leadership Team.
  • Lead and mentor EHS engineers, safety officers and environmental personnel across the project.

Safety Management

  • Ensure compliance with applicable health, safety and aviation regulations, project requirements and international best practices.
  • Review and approve contractors' EHS plans, risk assessments, safe work methodologies and permit-to-work systems.
  • Monitor contractor EHS performance and enforce compliance with project safety requirements.
  • Oversee implementation of behavioural safety programmes, toolbox talks, safety campaigns and competency development initiatives.
  • Ensure safe execution of construction activities within operational airport environments.

Risk Management & Incident Prevention

  • Lead hazard identification, risk assessments, Job Safety Analyses (JSA) and implementation of mitigation measures.
  • Monitor high-risk activities including lifting operations, excavation works, hot works, confined space entry, work at height, airside works and temporary works.
  • Establish proactive risk management and safety observation programmes.
  • Identify emerging safety risks and implement preventive and corrective actions.
  • Support project teams in developing safe construction methodologies and operational risk mitigation measures.

Environmental & Sustainability Management

  • Ensure compliance with environmental regulations, approvals and permit conditions.
  • Monitor waste management, pollution prevention, resource efficiency, environmental monitoring and sustainability initiatives.
  • Promote environmentally responsible construction practices and sustainability objectives.
  • Monitor environmental performance indicators and implement corrective actions where necessary.
  • Support achievement of project sustainability and ESG objectives.
  • Incident Investigation & Emergency Preparedness
  • Lead incident investigations, root cause analysis and implementation of corrective and preventive actions.
  • Monitor safety trends and develop measures to reduce incidents and unsafe conditions.
  • Establish emergency preparedness and response plans for construction and operational interfaces.
  • Conduct emergency drills, simulations and crisis management exercises.
  • Coordinate with airport operations, emergency services and authorities on emergency response planning.

Monitoring, Reporting & Compliance

  • Conduct periodic safety inspections, audits, compliance reviews and management assessments.
  • Develop and maintain EHS dashboards, KPIs, trend analysis reports and executive management reports.
  • Monitor safety performance, environmental compliance and contractor performance indicators.
  • Provide data-driven insights and recommendations to Project Leadership for continual improvement.
  • Ensure compliance with Employer requirements, contractual obligations and statutory reporting requirements.

Stakeholder Coordination

  • Coordinate with Airport Operators, ATC, Safety Departments, Security Agencies, Contractors, Consultants and Regulatory Authorities on EHS matters.
  • Support interface management between construction activities and airport operations.
  • Facilitate resolution of safety, environmental and operational concerns arising during project execution.
  • Participate in project reviews, governance meetings and stakeholder consultations.

Key Competencies

  • Proven leadership in EHS management for major airport, aviation or infrastructure projects.
  • Strong expertise in Environment, Health, Safety and Sustainability Management Systems.
  • Comprehensive understanding of airport operational safety requirements, airside safety management and brownfield airport construction challenges.
  • Strong knowledge of ISO 45001, ISO 14001, aviation safety standards, environmental regulations and occupational health requirements.
  • Expertise in hazard identification, risk assessment, behavioural safety programmes and incident prevention.
  • Experience in incident investigation, root cause analysis, corrective action implementation and emergency response planning.
  • Strong capability in safety audits, inspections, compliance management and contractor safety performance monitoring.
  • Experience in developing construction safety strategies for high-risk activities and operational airport environments.
  • Proficiency in digital safety reporting systems, dashboards, analytics tools and performance monitoring platforms.
  • Strong analytical, problem-solving, risk assessment and decision-making capabilities.
  • Experience in data-driven safety performance management, trend analysis and predictive risk assessment.
  • Excellent communication, presentation, stakeholder management and training skills.
  • Strong governance, leadership and multidisciplinary coordination capabilities.
  • Demonstrated ability to identify emerging risks, develop mitigation measures, influence project teams and drive continuous improvement in EHS performance.
  • Ability to perform effectively under demanding project schedules while maintaining the highest standards of safety, health, environmental compliance and operational continuity.

Qualifications

  • Bachelor's Degree in Engineering/Environmental Science/Occupational Health & Safety
  • Professional certification in Occupational Health & Safety such as NEBOSH, IOSH, CSP, Diploma in Industrial Safety or equivalent.
  • Master's Degree in Environmental Management/Safety Engineering or related field preferred.
  • Overall 15 - 20 years of professional experience in EHS management for major infrastructure or construction projects.
  • Minimum 10 years of experience in aviation projects involving airport terminal buildings, airside works, landside infrastructure, utilities and airport support facilities.
  • Proven experience in development, implementation and management of EHS Management Systems and safety programmes.
  • Experience in PMC, EPC, Design-Build or Client-side project management environments.
  • Strong knowledge of ISO 45001, ISO 14001, environmental regulations, construction safety requirements and aviation safety standards.
  • Experience in brownfield airport developments, operational airport environments and management of high-risk construction activities shall be preferred.
  • Experience in at least one Greenfield or Brownfield airport project of minimum 10 MPPA capacity involving terminal, airside or major airport infrastructure works preferred.
