Job Description
Position Overview
The Package Manager (Passenger Terminal Building - PTB) shall report to the Project Incharge and serve as the PMC lead for assigned PTB and associated supporting infrastructure package. The role shall be responsible for planning, design coordination, construction supervision, interface management, monitoring, testing commissioning and handing over of assigned package including associated architectural, structural, MEP, airport systems, fit-out works and interfacing airside, landside and utility infrastructure.
The Package Manager shall act as the single point of accountability for delivery of the assigned package, ensuring completion within approved schedule, budget, quality, safety and operational requirements. The role requires close coordination with the Employer, Contractors, Design Consultants, Airport Operations, Regulatory Authorities and other stakeholders to ensure seamless integration and successful project delivery within an operational airport environment.
Key Responsibilities
Project Delivery & Construction Management
Lead and manage delivery of the Passenger Terminal Building Package from construction through testing, commissioning and handover.
Provide overall leadership for site construction activities and ensure achievement of package milestones and project objectives.
Monitor contractor performance against schedule, quality, safety, cost and contractual requirements.
Identify constraints and implement mitigation and recovery measures to maintain project progress.
Ensure successful delivery within approved programme, budget and quality standards.
Interface & Stakeholder Management
Act as PMC's focal point for all matters relating to the assigned PTB Package.
Manage interfaces between terminal building works and associated airside, landside, utility, operational and support infrastructure.
Coordinate closely with Airport Operations, Contractors, Designers, Authorities and other Package Managers.
Ensure construction activities are planned and executed with minimal disruption to airport operations, passenger services, safety and security.
Design & Technical Management
Review and coordinate design deliverables, shop drawings, technical submissions, material approvals and method statements.
Manage multidisciplinary interfaces involving civil, structural, architectural, MEP and airport operational systems.
Resolve technical issues and support value engineering and constructability reviews.
Ensure compliance with applicable codes, standards, regulatory requirements and Employer requirements.
Project Controls & Commercial Management
Monitor package schedules, progress, forecasts and key performance indicators.
Review contractor work programmes, resource deployment and recovery plans.
Support evaluation of variations, claims, extensions of time and change requests.
Assist in identifying commercial risks and implementing mitigation measures.
Quality, Safety & Risk Management
Ensure implementation of approved QA/QC procedures and inspection programmes.
Monitor compliance with project specifications, contractual requirements and aviation standards.
Promote and enforce project safety requirements and HSE compliance.
Identify, assess and manage package-level risks and maintain mitigation and recovery plans.
Escalate critical risks and issues to the Project Director with recommended corrective actions.
Testing, Commissioning & Handover
Lead testing, commissioning, systems integration and operational readiness activities.
Ensure timely closure of punch list items, deficiencies and non-conformities.
Coordinate preparation of as-built drawings, O&M manuals and handover documentation.
Support smooth transition of facilities to operations and maintenance teams.
Key Competencies
Proven leadership in delivering large and complex Passenger Terminal Building packages and managing multidisciplinary project teams.
Strong expertise in terminal building construction, fit-outs, airport systems integration, testing, commissioning and operational readiness.
Comprehensive understanding of airport development, passenger processing facilities, operational interfaces and brownfield airport project challenges.
Strong knowledge of civil, structural, architectural, MEP, utility and airport operational systems.
Demonstrated capability in managing complex interfaces between terminal buildings, airside, landside and utility infrastructure.
Proficiency in Primavera, MS Project, BIM, digital project controls, dashboards and project analytics platforms.
Strong analytical, problem-solving, risk assessment and decision-making capabilities.
Experience in digital project delivery, innovation, data-driven decision-making, advanced risk assessment and development of mitigation and recovery strategies.
Excellent communication, presentation, negotiation and stakeholder management skills.
Strong governance, coordination and issue-resolution capabilities in multi-stakeholder project environments.
Demonstrated ability to perform effectively under demanding schedules, manage competing priorities, drive timely decisions and successfully deliver package objectives within programme, budget, quality, safety and operational constraints.
Qualifications
Bachelor’s degree in civil engineering/ construction management, or related discipline
Master’s degree in construction management/project management is preferable.
PMP, PRINCE2, or equivalent project management certification preferred.
Overall 15 - 20 years of experience in planning, design, project management, construction management or successful delivery of large-scale infrastructure projects, commercial building, or airport projects.
Minimum 10 years of experience in managing projects involving passenger terminal building and similar aviation projects.
Proven experience in managing multidisciplinary construction packages involving civil, architectural, structural, MEP, airport systems and utility infrastructure.
Experience in PMC, EPC, Design-Build or Client-side project management environments.
Experience in at least one Greenfield or Brownfield airport project of minimum 10 MPPA capacity involving terminal, airside or major airport infrastructure works preferred.
