Job Description
We are seeking a strategic and detail-oriented Manager - Bids to join our organization in Dubai, United Arab Emirates. In this pivotal role, you will lead the end-to-end bid management process, overseeing proposal development, tender evaluation, and contract negotiation. You will work collaboratively across departments to ensure competitive and compliant bids that drive business growth and secure high-value opportunities. This position offers the opportunity to make a significant impact on our business development strategy while mentoring and supporting a dynamic team.
Interfaces with business line growth team and operations to support the process of winning work. Leads responses to client RFI/RFQ/RFPs and applies standard pursuit processes to ensure efficiency in schedule and bid compliance. Responsible for print, electronic and oral proposal deliverables. Provides market research and competitive intelligence and leverages data systems and tools to support proposal strategy and business strategic planning efforts.
Job Summary
- Leads large/complex proposals that may involve multiple business lines and regions, and supports from capture through to interview stage, as required. May facilitate workshops/sessions to support the capture manager in development of the win strategy,
- Able to serve as coach for interview, Q&A and preparing team.
- Facilitates color reviews (Pink and Red team), and applies lessons learned to add value to proposal and win plan. Serves as color team and/or compliance reviewer on other proposals. May co-present sections of Readiness Reviews during capture stage.
- Participates actively in Go/No-Go decisions by providing recommendations, may facilitate greenlight analyses as part of advanced capture planning and positioning activities, supports compliance with delegation of authority guidelines and legal
- Analyzes internal debriefs and client feedback on proposals to ensure and demonstrate continuous improvement and identifies trends, lesson learned or future best practices across clients or markets.
- May serve as subject matter expert for specific client/portfolio or sector. Actively supports marketing or pursuit strategy, content development related to clients/markets, in collaboration with marketing communications, campaigns, client account managers (CAMs) and business lines, as necessary.
- May contribute to the development and implementation/presentation of internal training content, and lead special projects, as assigned.

Qualifications
- Minimum 10 years of professional experience in bid management, proposal development, business development, or related roles
- Proven expertise in managing complex tenders, RFP processes, and large-scale pursuits
- Strong analytical and problem-solving skills with exceptional attention to detail and accuracy
- Advanced proficiency in Microsoft Office Suite (Word, Excel, PowerPoint) and demonstrated ability to create professional proposals and financial models
- Excellent written and verbal communication skills in English, with the ability to articulate complex ideas clearly and persuasively
- Demonstrated ability to manage multiple bids simultaneously while meeting tight deadlines and maintaining quality standards
- Experience with budget analysis, cost estimation, financial modeling, and pricing strategy
- Strong organizational and project management capabilities with proven time management skills
- Ability to work effectively in cross-functional team environments and build collaborative relationships across departments
- Experience leading, mentoring, and developing bid team members
- Knowledge of contract negotiation, commercial terms, and risk management principles
- Familiarity with compliance requirements and governance processes in a regulated business environment
**Preferred Qualifications:**
- Proven experience working in the UAE or Middle East market with understanding of regional business practices
- Knowledge of local procurement regulations, compliance requirements, and business practices specific to the UAE
- Background in construction, consulting, engineering, infrastructure, or related industries
- Track record of successfully winning high-value contracts and pursuing strategic business opportunities
- Experience with vendor and sub-consultant management and relationship building
- Demonstrated ability to develop and present to senior leadership and governance committees
- Understanding of risk assessment, mitigation strategies, and compliance frameworks in international markets
