Job Description

Role Overview

We are seeking an experienced Associate Director, Overhead Line Engineering to join AECOM’s growing Philippines-based Transmission & Distribution (T&D) capability, supporting major international energy infrastructure projects, primarily for UK and global clients.

This senior technical leadership role will provide technical direction, design oversight, quality assurance, and mentoring across overhead line engineering for high-voltage (HV) and extra-high-voltage (EHV) transmission projects.

The role supports delivery across the full project lifecycle, including feasibility, concept design, FEED, detailed design, construction support, and technical assurance, covering grid reinforcement, renewable integration, interconnectors, and wider transmission infrastructure.

The Philippines team operates within AECOM’s global technical governance framework. Statutory certification and engineer-of-record responsibilities remain with licensed entities in the relevant jurisdiction. The role requires collaboration with international teams and occasional off-hours coordination across time zones.

Key Responsibilities

Technical Leadership & Governance

  • Serve as the technical lead for overhead lines within the Philippines T&D team.
  • Provide leadership across HV/EHV projects (typically up to 400kV).
  • Ensure alignment with international standards, client requirements, and AECOM procedures.
  • Lead design reviews and engineering assurance activities.
  • Provide expert technical input and problem-solving support.
  • Support preparation and review of deliverables (non-statutory).

Design & Delivery

  • Lead and review overhead line design for complex T&D projects.
  • Oversee outputs including routing, profiling, PLS-CADD modelling, sag-tension, clearances, structure spotting, conductor and insulator selection.
  • Review studies such as feasibility, optioneering, and thermal rating.
  • Check drawings, calculations, specifications, and reports.
  • Ensure quality and coordination before issue to lead offices or clients.
  • Support project implementation and technical inputs for planning stages.

Project & Multidisciplinary Coordination

  • Work with project managers and global teams for effective delivery.
  • Coordinate with substations, civil, structural, geotechnical, and system disciplines.
  • Support workshare by ensuring high-quality outputs from the Philippines team.
  • Contribute to bids, methodologies, schedules, and resource planning.
  • Participate in technical discussions with clients and partners.

Leadership & Capability Building

  • Mentor and develop engineers within the overhead line discipline.
  • Support recruitment, onboarding, and technical upskilling.
  • Promote a culture of quality, collaboration, and continuous improvement.
  • Help develop standards, tools, and checking procedures.

 

Qualifications

Minimum Requirements

  • Degree in Electrical, Power, Civil/Structural Engineering or related field.
  • Significant overhead line experience in T&D projects.
  • Strong expertise in routing, sag-tension, clearances, conductor selection, and design assurance.
  • Proficiency in PLS-CADD or equivalent tools.
  • Experience across project phases (feasibility to construction support).
  • Experience in multidisciplinary engineering environments.
  • Proven technical leadership and design review capability.
  • Strong communication skills for international collaboration.

Leadership & Soft Skills

  • Strong technical judgment and leadership ability.
  • Ability to mentor and develop teams.
  • Client-focused with strong stakeholder engagement skills.
  • Ability to manage multiple projects and priorities.
  • High attention to quality, coordination, and delivery reliability.
  • Must be amenable to work fixed night shifts and 3 days onsite per week.

Preferred Qualifications

  • Experience in UK or international T&D projects.
  • Experience with utilities such as National Grid, SSE, SPT, or equivalent.
  • Experience up to 400kV or higher voltage systems.
  • Familiarity with PLS-TOWER, PLS-POLE, or similar tools.
  • Knowledge of IEC, EN, IEEE, ASCE, NESC, or equivalent standards.
  • Experience in grid reinforcement, renewables, interconnectors.
  • Chartered Engineer / Professional Engineer or equivalent (advantageous).
  • Transmission owner competency approvals (desirable).

This role is based in the Philippines supporting global delivery. It does not include statutory sign-off or engineer-of-record responsibility, which remains with licensed entities.

The role may require occasional early or late coordination but is not shift-based.
