Job Description

Procurement – Federal Invoice Compliance Specialist

AECOM is seeking a highly talented Procurement – Federal Invoice Compliance Specialist to support the Federal Procurement Team. This position plays a critical role in ensuring subcontractor invoices, closeouts, and certified payrolls align with Federal Acquisition Regulation (FAR) requirements and subcontract terms.

Primary Responsibilities

  • Receive, review, and process subcontractor invoices, closeout documentation, and certified payrolls associated with federal subcontracts established by Federal Business Services (FBS) Subcontract Specialists.

  • Review invoices, closeouts, and certified payroll submissions for compliance with subcontract terms, applicable FAR clauses, and federal contract requirements, including but not limited to payment, labor, and audit provisions.

  • Validate invoicing supports allowable, allocable, and reasonable costs in accordance with contract type (e.g., cost‑reimbursement, time‑and‑materials, or fixed‑price).

  • Track, log, and monitor all incoming, approved, rejected, and outstanding invoices, closeouts, and certified payrolls for assigned job numbers to ensure timely review and resolution.

  • Coordinate and correspond with Project Managers, subcontractors/vendors, Accounts Payable, and internal compliance team members to resolve invoicing discrepancies, missing documentation, labor compliance issues, or payment delays.

  • Ensure documentation supports Prompt Payment Act requirements and subcontract payment timing.

  • Maintain organized, auditable electronic files and records in compliance with AECOM procedures and federal record‑retention requirements.

  • Support subcontract closeout activities, confirming submission and acceptance of all required financial, labor, and compliance documentation.

  • Participate in and complete required Federal Business Services and compliance training.

  • Independently manage full invoice, certified payroll, and closeout compliance responsibilities on large or complex federal projects.

  • Identify opportunities for process improvements, automation, or risk reduction and partner with team leadership to implement improvements.

Qualifications

Qualifications:

  • Graduate of Accountancy or any related field of study

  • Has supported invoice verification, payment processing for US Federal Projects

  • Able to communicate effectively with various audiences

  • Highly trainable and willing to learn

  • Detail oriented and can work in a fast paced environment with minimal supervision
