Job Description

AECOM is actively seeking a talented CBTC Project Manager to join our World Class Rail Team in support of our New York Metro Region systems practice.  The ideal candidate will have the opportunity to work on projects to include Communication Based Train Control (CBTC), Automatic Train Supervision (ATS) System designs, in the support of projects and mega programs.

Job Summary:

The CBTC Project Manager will serve as the technical authority for the review, coordination, and oversight of all CBTC carborne activities. This position supports the agency by ensuring that the supplier’s and designer’s system of deliverables & installations comply with contract requirements, operational needs, and industry standards.

The ideal candidate combines deep knowledge of CBTC hardware and software architecture with strong integration expertise. They will guide requirement traceability, oversee design validation, and ensure the CBTC system supports safe, reliable, and maintainable rail operations across all program phases.

Position Responsibilities:

  • Define scope of project, with full responsibility for interpreting, organizing, and executing project assignments for CBTC Carbone systems installations:
  • Oversee and manage the full lifecycle of CBTC contracts, from design and procurement through installation, testing, acceptance, warranty, and closeout.
  • Ensure contractor compliance with all contractual, technical, and delivery requirements throughout the project lifecycle.
  • Monitor, maintain, and analyze project schedules, including milestone tracking, extension-of-time reviews, and mitigation of schedule delays.
  • Track project budgets, support contract modifications, monitor cost performance, and provide accurate budget information for approvals and reporting.
  • Prepare and deliver weekly, bi-weekly, and monthly project status reports, including progress assessments, risk updates, and mitigation plans.
  • Coordinate contractor submittals, RFIs, and correspondence with Agency review teams, and support technical review and closeout processes.
  • Investigate and assess claims, disputes, and time impacts, and support contract, legal, and commercial resolution activities.
  • Develop and manage additional work orders, including scope definition, clarification meetings, RFP preparation, in-house estimates, procurement packages, and approval coordination.
  • Review and process contractor payment applications, ensuring supporting documentation, approvals, and final coordination with finance/payment teams.
  • Coordinate equipment delivery, installation progress, system integration, and issue resolution with contractors, suppliers, engineering teams, consultants, and Agency stakeholders.
  • Track software development, testing interfaces, installation activities, and integration issues, and escalate problems affecting delivery or performance.
  • Plan, monitor, and support static and dynamic testing, commissioning, troubleshooting, field access, outages, and readiness-for-service activities.
  • Serve as the primary point of contact for management, engineering teams, field personnel, contractor management, and other project stakeholders.
  • Lead communication, coordination, and stakeholder engagement across Agency departments, operations, maintenance, suppliers, consultants, and adjacent projects.
  • Support maintenance planning, spare parts coordination, and lifecycle readiness to ensure long-term system reliability after implementation.

Qualifications

Minimum Qualifications:

  • Bachelor’s degree in electrical engineering, or a related field plus 8 years of relevant post education experience in engineering, prior transit and rail experience.
  • Experience in CBTC technology.

Preferred Qualifications:

  • Professional Engineering license (NY, NJ).
  • 5 plus years of CBTC Project experience.
  • Strong ability to quickly adapt to change and demonstrate flexibility to a variety of schedules and hours to meet business needs.
  • Master’s Degree in Engineering.
  • Proven experience supporting or overseeing complex brownfield CBTC deployments involving multiple suppliers, interfaces, and operational constraints.
