Job Description

AECOM’s Disaster Recovery Division is seeking a highly skilled and motivated professional to support complex disaster recovery, program management, and analytical initiatives across a dynamic portfolio of projects. This role is ideal for a strategic thinker who excels at interpreting data, improving processes, coordinating with multidisciplinary teams, and partnering with government and nonprofit clients to deliver meaningful, community-focused outcomes. The ideal candidate brings strong analytical capabilities, a commitment to operational excellence, and the ability to build trusted relationships while supporting both project delivery and business development efforts.

The Disaster Recovery Program Analyst will be responsible for the following:

  • Provide analytical support by summarizing data for projects, programs, and Division metrics. Present findings in a clear, actionable format to enhance senior management’s understanding of results and business impacts.
  • Monitor production metrics of project, programs, or the Division. Provide meaningful, insight-driven analysis that highlights roadblocks, inefficiencies, root causes, and opportunities for process improvements.
  •  Identify solutions to non-standard requests and complex problems.
  • Develop technical specifications for information/data management systems by analyzing operational needs and translating business requirements into system requirements.
  • Assist state, local, territorial, tribal governments and non-profit organizations in administering FEMA, HUD, or other grant programs for disaster recovery and resilience. Provide guidance to clients, review documents for program compliance, and advise on disaster recovery strategies.
  • Support the development and the operational design of new service lines.
  • Monitor and understand the financial performance of assigned projects.
  • Support or lead project efforts, requiring complex coordination across multiple teams and processes.
  • Monitor project execution and documentation for compliance with federal and/or state regulations.
  •  Oversee project implementation and operations, including management and distribution of resources within assigned functional areas.
  • Develop project plans by creating project goals, budget, and deliverables. Identify project tasks, workflows, and resource requirements.
  • Engage with clients to assure satisfaction with AECOM’s services and work proactively with project delivery teams to resolve service issues.
  • Lead business development pursuits as Capture Manager by identifying opportunities, initiating contact with potential clients, and leading or participating in proposal development.
  • Build strong relationships and communication networks by maintaining consistent engagement with clients, teaming partners, industry groups and market-sector stakeholders.
  • Develop and maintain client relationships through expertise, networking, and providing value to existing and potential clients.

Qualifications

Minimum Requirements

  • BS/BA  Emergency Management, Public Administration, Planning, or related field and 4+ years of relevant disaster recovery, emergency management, or mitigation experience or demonstrated equivalency of education and experience.

Preferred Qualifications

  • Knowledge of local, state and federal disaster recovery markets.
  • Strong Financial and business acumen. 
  • Knowledge and skills in Federal grant provisions and requirements.
  • Knowledge of federal procurement, labor compliance, environmental requirements.
  • Possess flexibility to respond to and manage different tasks, often with competing priorities.
  • Advanced time management skills which utilize high-level strategies in managing time, productivity, and effectiveness.
