Job Description
AECOM is seeking an experienced Deputy Federal Program Manager for this exciting opportunity to be a part of the management and growth of our Federal portfolio in the Hawaii-Pacific Islands. The selected candidate will help manage large capacity multi-year contracts, work with business line leadership to develop and lead a dedicated project team, oversee multiple project task orders, develop and track pipeline and oversee compliance with regulatory and company standards, regulations, and quality assurance programs.
Required responsibilities for the Deputy Federal Program Manager include a proven track record of:
Managing and leading federal projects and programs, ideally for the U.S. Army Corps of Engineers (USACE), Naval Facilities Engineering Systems Command (NAVFAC), the U.S. Air Force, and other Federal Agencies.
Experience building and leading successful program management teams.
Close successful collaboration with other Architecture/Engineering consultants and General Contractors.
Business development responsibilities including assisting in the development of business strategy to win work including growth plans, arranging teaming partnerships, and developing client engagement plans. Also to help maintain and foster new client relationships.
Achieving contractual performance and financial milestones across the lifespan of multiyear / multitask order contracts.
Manages aspects of a program such as oversight of project managers, oversight of project controls or similar.
Provides leadership, direction and oversight to AECOM staff and subcontractors for specific projects or task orders and for business development.
Project management experience shall include managing various Federal projects of various sizes including Design-Build and Design-Bid-Build type projects, successfully. Project size varies from $2M to over $100M in construction cost.
Other responsibilities/qualities of this position include, but are not limited to, those listed below:
Familiar with project invoicing and cash flow management
Analyzes financial statements and completes budget tracking
Directs professional and technical staff to complete complex architectural and engineering projects
Performs work independently with periodic reporting to internal regional management
Oversees the preparation of work plans and organizes project studies
Performs complex assignments often requiring the development of unique solutions to problems with the support of the project team
Conducts reviews and provides staff feedback for continued improvement
Oversees and develop technical approaches and cost estimates for proposals
Detail oriented with strong organizational and communication, both verbal and written skills
Superior communication, writing, editing, and reporting skills for a wide variety of audiences. Experience in presenting materials for internal reviews and showcase qualifications of our team during an interview for various clients.
Prepares, coordinates and conducts project meetings: Prepare and maintain the agenda and the meeting minutes
Help develops and maintain project schedule, project budget and risk register
Review Design Documents and Coordinate Design reviews with various stakeholders
Manages complex projects that tend to be larger in scope and dollar value.
Mentor or train more junior staff
Qualifications
Minimum Requirements
BA/BS + 8 years of relevant experience or demonstrated equivalency of experience and/or education
Due to the nature of the work, U.S. Citizenship is required.
Valid Driver’s License Required
Preferred Qualifications
Preferred 15+ years of experience managing Federal projects and programs
Graduate Degree in an Engineering or Architecture, field
Licensed PE or RA
Familiarity with DoD and Federal-Civilian agencies, installations, missions, criteria and cultures
Existing relationship with Federal clients in the Indo-Pacific Theatre
Experience with Design-Build delivery and partnering with General Contractors
Ability to work in Fast-paced environment and Coordinate with multiple stakeholders
Ability to communicate at a high level with senior leaders within AECOM and/or the client's organization and with junior staff members as a leader in the organization.
