Job Description

AECOM is seeking an Assistant Director of Strategic Delivery to be based in Sacramento, CA.

SUMMARY:

This individual shall support the Director of Strategic Delivery and Deputy Director of Strategic Delivery in the development of the framework for project delivery, and the establishment of an integrated strategy for delivery of projects through engineering, environmental and preconstruction procurement phases. This individual will be responsible for the oversight and management of the Consultant teams responsible for delivery of preliminary engineering and environmental documents, and the development of projects across the high-speed rail program.

RESPONSIBILITIES:

  • Support the Director of Strategic Delivery and Deputy Director of Strategic Delivery in the development of the overall framework for program delivery. This activity includes strategic planning, setting high-speed rail program policies and direction, project planning and determining key delivery strategies, procurement and phasing from initial conception through to final start-up of revenue service
  • Establishment of an integrated strategy for delivery of projects through engineering, environmental and preconstruction procurement phases
  • Oversight and management of the Consultant teams responsible for delivery of preliminary engineering and environmental documents, and the development of projects across the high-speed rail program
  • Advises client executives on strategic matters to ensure timely and effective decision making in relation to permitting and construction compliance matters
  • Coordinate with other CAHSR departments and integrate their input for the engineering, environmental and preconstruction procurement phases. These departments include Program Delivery, Program and System Safety and Security, Rail and Operations, Engineering Services, Environmental Services, Real Property and Planning and Sustainability

Qualifications

MINIMUM REQUIREMENTS:

  • BA/BS + 10 years of relevant experience or demonstrated equivalency of experience and/or education

PREFERRED QUALIFICATIONS:

  • Bachelor of science in civil engineering or in a relevant discipline and at least 15 years of experience managing the delivery of infrastructure projects of similar size, scope, and complexity, which shall include high speed rail projects
  • Experience of senior engineering and project development management roles in major high-speed rail projects or programs
  • Proficient in high-speed rail principles, performance, technologies, design criteria and operations and maintenance requirements
  • Ability to analyze and inspire innovative solutions to complex challenges
  • Able to demonstrate a high level of organizational ability, capable of pivoting and re-prioritizing to meet changing program needs and deadlines
  • Proficiency and experience in application of the regulatory process concerning the development of major infrastructure projects in the State of California
  • Advanced understanding of international high-speed rail performance and applied technologies
  • Professional Civil Engineer in the State of California
