Job Summary

The Plant Manager / Extended Services Manager is responsible for the O&M / Services contract for the Bingara Gorge & Wilton Village project and Oversight of the Darling Quarter Services and Sydney Airport Water Treatment Plant for compliance of operation, resourcing, etc. To ensure that operations and maintenance procedures are implemented and maintenance systems are established and fully maintained, including the development and maintenance of operational plans, ensuring compliance to regulatory frameworks and customer requirements. Ensure all plant modifications, upgrades and maintenance activities are also maintained. e.g. VAMS, maintenance logs, check sheets etc. Ensure plant operations are fully compliant with operational requirements, as per operational plans and the maintenance of these plans. Manage staff rosters and resourcing including weekend on call rosters.  Assist in recruitment and training of new operators, establishing labour contingency plans and manage the day to day activities of the operators. It includes management of the relationship with all Stakeholders, IPART, EPA, Councils and Asset owners / asset managers etc. e.g. Sydney Water. 

Job Responsibility

 

  • Make decisions relating to the operations of the plants that will ensure KPI’s will be met during the operations phase of the contract

  • Review and set Forecasts and Budgets, with the Operations Manager, as required. 

  • Responsible for the operation and maintenance of the Bingara Gorge & Wilton Village Recycled Water Treatment Plants and associated Network Infrastructure in accordance with the Operations and Maintenance Agreement.

  • Provide oversight of the Darling Quarter operations and Sydney Airport Water Treatment Plant for compliance, attendance at Plan review meetings, plan updates, attendance at External Audits, as required.

  • Establish a consistent documentation approach, to enable common documentation to be used. 

  • Utilisation or resources across site to establish and build knowledge to allow staff to be interchangeable and available for backup support, based on allocated resource availability.    

  • Ensure that all efforts are made with the equipment available to minimise environmental, public health and OHS impacts.

  • Ensure that KPI’s are monitored and achieved both relating to the O&M contract and Veolia Water Technologies

  • Coordinate operations team to achieve continuous improvement of the IMS and operation of the plant

  • Supervision and direction of operators, technical staff, contractors and administration staff.

  • Coordinate appropriate response actions for after hour’s callout alarms or in emergency situations.

  • Ensure / Manage, accurate records of plant operations, process monitoring and equipment maintenance are maintained and ensure efficient chemical stock records are maintained to allow timely ordering of chemicals.

  • Manage the interface with key Stakeholders, as required. 

  • Coordinate staff development, staff training and human resources.

  • Manager rosters including weekend on-call roster. Be part of the rotating weekend on call roster.

  • Responsible for implementation of the Quality Assurance and Environmental and Occupational Health, Safety and Rehabilitation Systems.

  • Ensure standards, policies and approved procedures are implemented and continually monitored.

  • Convene Monthly Operations and Operations Management meetings.

  • Ensure Monthly Reports relating to administrative and technical aspects of the Operations are completed in a timely manner.

  • Review and set Forecasts and Budgets, with the Operations Manager, as required. 

  • Participate in Management System Review meetings.

  • Assist in the development of the Asset Management and Asset Replacement Plan.

  • Manage special projects.

  • Approval of Expenditure Proposals within delegation and within budget.

  • Preparation and Management of the on-call roster, including staff attendance during after hours, Saturdays and Sundays at the required frequency and response times as outlined within the contract/s.

  • Manage staff attendance, as required to ensure the plant is performing satisfactory, and attend to breakdowns. Ensure ‘lone worker’ aspects are implemented. 

 

Qualifications

 Engineering or science discipline or relevant Trade qualifications

Additional Information

Experience:

  • Experience in the operation and maintenance of water and/or wastewater treatment plants and reticulation systems desirable.

  • Demonstrated experience with quality assurance, OH&S and environmental systems

  • Experience in the maintenance of valves, pumps, pipe lines and other electrical/mechanical equipment.

  • Knowledge of water/wastewater treatment engineering practices.

    • Experience working with instrumentation, electrical, PLC control and SCADA systems.

  • Knowledge of computer systems and integrated management systems.

  • Experience with reporting, budget preparation and control

  • Experienced in contract management and the preparation of specifications.

  • Well developed communication, negotiation and interpersonal skills.
