■Position Summary
This role is responsible for ensuring that the acquisition of goods and services related to Real Estate,
Office Revamping Projects and other Facilities Management works for the Japan BU
entities are in line with Veolia’s Purchasing Program’s objectives, policies, guidelines andinitiatives. This role is also responsible for negotiating proposals and contracts for other indirect (General) Purchasing categories.

 

■Job Responsibilities 
1. Analyzes and assesses the needs of the group companies and investigates the market in order to benchmark prices and identify action items that will deliver savings.

2. Launches actions (tender, bid, RFQ, etc.), evaluates results in accordance with Group Veolia’s bestpractices (price index review, rates comparison, etc.) and defines functional specifications through consultation with the requesters and the technical department in order to better negotiate and finalize contracts.
⮚ Undertakes Facilities Management projects implementation works with the objective of consolidating the various Business Lines across Japan into a designated office or working facilities.
 ⮚ Prepares planning documents to tender out the revamping construction works through coordination with designers, suppliers and contractors. Monitors the implementation of the project construction works.

3. Coordinates with the various Business Lines in order to gather their needs and requirements and build an ideal working environment in accordance with the Veolia Group guidelines.

4. Applies the requirements of the Group in terms of policies, controls, payment terms, etc. by focusing on contracts and vendors referenced by the VE DAG. Responsible for ensuring compliance with framework agreements and streamlining of purchasing requests (PR) by re-focusing on existing catalogs or negotiated references

5. Receives quotes, specifications, drawings and any related documents and ensures that all procuring items meet with the requirements.

6. Above an identified threshold or for certain categories - receives purchase requests (PR) and provides optimal support to satisfy the operational need for goods and services outsourcing by gathering additional quotes to compare and through better negotiation with vendors.

7. Extracts spend information from SAP for analysis, utilizes Group Veolia’s tools (Veolia Intranet, etc.) and produces monthly regular savings reports. Periodically audits and assesses the vendor in accordance with the approved guidelines

8. Assesses and approves POs up to his authorized threshold in SAP system.

9. Approves vendor information in SAP system, especially those under his managed PurchasingCategories

10. Monitors procurement activities in a daily basis in compliance with purchasing procedure

資格

■General Requirements 

● At least 5 years of purchasing / PO management experiences as Buyer
● At least 5 years of Facilities Management experiences
● With experience in the management of reporting staff
● Proven track record of negotiation experience with savings
● Transparent working & reporting style and ability to work in a foreign or multi-cultural management environment
● Experience reporting in English
● Motivated and self-starter. Excellent interpersonal and communication skills
● Ability to exhibit expertise as well as business acumen
● Background in the Facilities Management & Project construction is preferable, including knowledge in the following purchasing category:
  o Office layout & design
  o General purchasing of intellectual services and other indirect spends

■Language, Education and Others
● Education: Bachelor’s Degree and above preferred
● Japanese: Native language
● English: Advanced or Higher level in both oral and written communication
● Proficient in Excel, Word and PowerPoint as well as Google equivalent applications
● SAP ARIBA knowledge or equivalent applications for Guided Buying & Commerce Automations is preferred
