The procurement department is pivotal in ensuring an organization acquires necessary goods and services efficiently and cost-effectively. It involves sourcing suppliers, negotiating contracts, and maintaining supplier relationships to secure quality materials and services. Key functions include order processing, inventory management, and ensuring compliance with company policies and regulations.
Strategically, procurement integrates with finance, operations, and logistics to align with organizational goals. Job Description

Main Accountablities:

​​​​​​The Senior Procurement Officer will Participate in coordinating the indirect procurement activities for the different facilities /projects within the Geo ( KSA, Kuwait & Bahrain )   with full coordination with all the stakeholders in the Geo to ensure that all the requirements ( quality, quantity, Savings, budget, and delivery ) are on track.

Job Description Details:

  • To follow and implement all the procurement plans, policies, and procedures as per the Procurement strategy and guidelines and procurement best practices.
  • Identify value creation opportunities by developing a deep understanding of each relevant business unit’s requirements, challenges, and opportunities, and leveraging these insights to create and implement savings initiatives
  • Leverage opportunities to lower the total cost of ownership or increase the value of the business while ensuring the supply
  • Assign initiative owners for category-aligned spend initiatives; provide category expertise and help guide initiative savings execution and pull through
  • Use knowledge of global suppliers and processes to bring opportunities.
  • Benchmark against competitors and promote supplier-led innovation to unlock value
  • Use insights and trends to liaise strategically with the business, factories, and suppliers
  • Define risk management strategies for the business and promote mitigation activities to reduce the chance of disruption
  • Proactively manage supplier relationships resulting in a reduction of contractual risks
  • Clearly communicate risks and issues to key stakeholders, knowing when and to whom to escalate significant issues
  • Suggest improved ways of working, introducing new processes, or re-engineering existing ones in support of key priorities
  • Recognize strategic drivers and activities that support key priorities, both within your category and across the organization
  • Leverage intelligence tools and participate in professional associations to learn best practices and industry trends; apply the learnings to the category strategies to drive continuous improvement
  • Comply with all Procurement and company policies, procedures, and practices, and promote adherence across the organization
  • Apply project management principles to drive cross-functional teams in effective and efficient delivery of business objectives for both day-to-day activities and key projects
  • Support the commercial negotiating with shortlisted vendors and ensure the best terms and conditions for the company benefits.
  • Prepare the purchase order and the related formalities for the selected vendor and
  • ensure all approvals are in place in accordance with the procurement policy.
  • Following up with suppliers/manufacturers to ensure that execution of the purchase orders are according to the agreed terms and especially the delivery period, place and documentation.
  • Tracking the equipment/materials delivery and subcontract progress ensuring delivery as per the purchase order delivery schedule.
  • Liaising with the supplier and finance department to execute the agreed payment terms as per the agreement with the vendors.
  • Preparation of weekly, monthly, and quarterly progress reports as required by the management.
  • Represent the company in front of the vendors and subcontractors demonstrating the company culture and values.

Qualifications

  • Minimum of Bachelor’s degree.
  • Minimum 4 years experience in managing indirect procurement in KSA.
  • Knowledge of using procurement tools and software.
  • Should have proven experience in the procurement process
  • Good knowledge of international Incoterms.
  • Professional communication skills.

  • Native Arabic, Excellent English language, and French is an added value.
