Job Description
Role Overview
As a Senior Environment, Health & Safety (EHS) Advisor, you will provide client-side EHS leadership, assurance, and oversight for large-scale data centre, mission-critical, and high-tech construction projects. You will work closely with project teams, consultants, contractors, commissioning teams, and stakeholders to ensure that construction, testing, commissioning, and operational readiness activities are delivered safely and in accordance with applicable legislation, industry best practices, and client requirements.
This role offers the opportunity to work on some of the most complex and technically challenging projects in the region, supporting world-class critical infrastructure developments within live operational environments.
Key Responsibilities
EHS Leadership & Culture
- Promote a positive and proactive safety culture across all project activities through visible leadership, coaching, and engagement.
- Provide practical EHS advice and support to project teams, contractors, consultants, and stakeholders.
- Support continuous improvement initiatives and encourage the sharing of EHS best practices across projects.
- Drive accountability and ownership of health, safety, and environmental performance throughout project delivery.
- Promote and support the exercise of Stop Work Authority, intervening and escalating where there is a credible risk of serious harm or where a critical control is absent or ineffective.
Project Planning & Risk Management
- Participate in project planning, constructability reviews, Safety in Design (SiD) workshops, and risk assessments.
- Review project plans, programmes, methodologies, and risk registers to identify and mitigate EHS risks.
- Support the implementation of project-specific EHS management plans, procedures, and assurance activities.
- Monitor emerging risks and provide timely recommendations to project leadership teams.
- Review short-term look-ahead programmes to identify upcoming high-risk activities, simultaneous operations, live operational interfaces and changes requiring additional planning, assurance or escalation.
Construction Safety Assurance
- Conduct regular site inspections, audits, field assessments, and assurance reviews to verify compliance with project requirements and relevant legislation.
- Review contractor EHS documentation, including health and safety plans, risk assessments, method statements, permit-to-work systems, and emergency response procedures.
- Monitor the effectiveness of contractor safety management systems and verify the implementation of critical controls.
- Track and follow up on corrective actions, ensuring timely closure of identified issues and observations.
- Establish and undertake a risk-based critical-control assessment programme to verify that controls for high-risk activities are present, implemented and effective before and during the work.
High-Risk Activities & Operational Interfaces
- Provide EHS leadership and assurance for high-risk construction activities, ensuring appropriate planning, risk assessments, and critical controls are effectively implemented throughout the project lifecycle. Support the safe delivery of construction, testing & commissioning, energisation, operational readiness, and handover activities within live operational and mission-critical environments. Work closely with project teams, contractors, consultants, and operational stakeholders to manage construction interfaces, identify emerging risks, and drive the timely implementation of mitigation measures to protect personnel, assets, business continuity, and project outcomes.
Incident Management & Reporting
- Support incident reporting, investigation, root cause analysis, and corrective action management.
- Analyse incident trends, safety performance metrics, and leading indicators to identify improvement opportunities.
- Prepare and present weekly and monthly EHS reports, dashboards, and project updates to project leadership and stakeholders.
- Maintain accurate and auditable records relating to inspections, audits, observations, incidents, and assurance activities.
- Prepare an assignment close-out and handover report summarising completed assurance activities, outstanding residual risks and actions, lessons learned and recommendations for operational teams or future project phases.
Stakeholder Management
- Build strong relationships with clients, consultants, contractors, project managers, and operational teams.
- Facilitate EHS meetings, workshops, and project reviews to ensure alignment on project objectives and risk management priorities.
- Communicate effectively with stakeholders at all levels, providing clear recommendations and practical solutions.
- Support collaborative working relationships while maintaining professional independence and objectivity.
Team Collaboration & Development
- Contribute to a positive and collaborative team culture through professionalism, reliability, and open communication.
- Share technical expertise and lessons learned with project teams and colleagues.
- Support and mentor junior team members where appropriate.
- Demonstrate a proactive mindset and commitment to continuous learning and professional development.
Qualifications
- Degree or Diploma in Occupational Health & Safety, Environmental Management, Engineering, Construction Management, Building Services, or a related discipline.
- Registered Safety Officer (RSO) status in Hong Kong is highly preferred.
- Professional qualifications such as NEBOSH, IOSH, or equivalent recognised certifications are advantageous.
- Minimum 10 years of relevant EHS experience within construction, engineering, infrastructure, mission-critical facilities, or related industries.
- Proven experience supporting large-scale construction projects, data centres, critical facilities, MEP installations, or technically complex developments.
- Strong knowledge of Hong Kong occupational health and safety legislation, regulations, and industry standards.
- Experience conducting audits, inspections, incident investigations, contractor reviews, and risk assessments.
- Good understanding of ISO 45001 principles and EHS management systems.
- Strong communication, stakeholder management, influencing, and problem-solving skills.
- Excellent report writing, presentation, and organisational skills.
- Proficiency in Microsoft Office applications including Excel, PowerPoint, Word, and digital reporting tools.
- Ability to work independently in a fast-paced environment while managing multiple priorities.
- Fluency in both written and spoken English and Chinese is required.
