Job Description
Turner & Townsend are seeking a Preconstruction Zoning / Due Diligence Manager to lead the initial and critical phase of site selection and planning for a rapidly expanding network of EV service centers. This role is central to evaluating site feasibility, navigating zoning and permitting processes, and ensuring each location is positioned for successful development. You’ll manage multiple concurrent projects in a fast-paced environment, working closely with internal teams and city agencies to overcome logistical and regulatory challenges.
Responsibilities:
- Lead comprehensive preconstruction assessments including zoning, land use, title, survey, environmental, and geotechnical reviews.
- Interpret local codes and ordinances, develop entitlement strategies, and secure necessary approvals and variances.
- Serve as the primary liaison with city planning, zoning, and building departments; represent the company in meetings and public hearings.
- Oversee multiple active projects simultaneously, managing schedules, budgets, and deliverables under tight deadlines.
- Align with internal teams (Real Estate, Design, Construction, Operations) to ensure site plans meet operational and infrastructure needs.
- Identify permitting risks and opportunities, and develop creative solutions to address site access, traffic flow, and regulatory constraints.
- Create and maintain standardized processes, checklists, and reporting tools for zoning and due diligence activities.
- Provide recommendations to leadership on site viability and contribute to long-term planning for service center expansion.
- Evaluate site access and circulation, including traffic patterns, turning movements, and ingress/egress feasibility.
- Manage third-party consultants, legal teams, and technical experts to ensure timely and accurate delivery of due diligence materials.
- Identify and communicate site-specific risks early in the process, proposing mitigation strategies and alternatives.
- SOX control responsibilities may be part of this role, which are to be adhered to where applicable.
Qualifications
- Bachelor’s degree in Urban Planning, Real Estate Development, Construction Management, or a related field.
- 8+ years of experience in zoning, entitlements, and due diligence for commercial, industrial, or infrastructure projects.
- Proven track record managing large-scale, multi-site development programs in a fast-paced environment.
- Deep expertise in interpreting and applying municipal codes, land use regulations, and permitting processes.
- Experience developing scalable systems and standards for real estate development programs.
- Strong leadership and stakeholder management skills, with experience influencing cross-functional teams and external agencies.
- Ability to manage competing priorities and deliver results under tight deadlines.
- Experience with EV infrastructure, electrical systems, and service facility planning.
- Excellent written and verbal communication skills, including executive-level reporting and presentations.
Additional Information
The salary range for this full-time role is $130K-$160K per year. Ranges are determined by role and level and represent a good faith effort to provide a fair and equitable salary. This range is a reflection of base salary only, not of a total compensation package. Please note Turner & Townsend reserves the right to pay more or less than the posted range, depending on candidate’s experience and qualifications.
