Job Description

Immediate opening for a qualified IT Program Manager who will support requirements for program support, planning, and analysis of large IT or technical projects or a significant segment of a strategic planning portion of a large complex project. The qualified candidate must have demonstrated experience reviewing and performing analysis of
large amounts data related to systems design and enterprise architecture. Providing the overall approach to clarify mission statements so they can be used as springboards in envisioning their desired future. Assist in developing mission and vision statements, subsequent goal delineation; provide guidance for building operational plans and
specifying measurable outcomes.

This position will engage with a DOD Federal Government client in programmatic support services to deliver portfolio management, data analysis, strategic planning and risk management, using evaluation techniques for projects within the client’s IT portfolio.  

  • Provide strategic planning of large projects or a significant segment of a strategic planning portion of a large complex project.  
  • Provide the overall approach to clarify mission statements so they can be used as springboards in envisioning their desired future. 
  • Assist in developing mission and vision statements, subsequent goal delineation, provide guidance for building operational plans and specifying measurable outcomes to include capital outlay planning efforts in a consolidated strategic planning process and prioritizes those initiatives. Assist in preparation of key strategic planning documentation, including Office of Management and Budget (OMB) Form 300. 
  • The position will assess the Federal Government client’s capacity to execute strategic priorities and assess current-state operations within the portfolio management division, identify opportunities for improvement, and develop strategies for improving coordination and project execution.  
  • The candidate for this position will be expected to regularly engage with the client to obtain and review quarterly metric status, strategic work products and priorities, and demonstrate critical thinking skills to determine when to escalate risks and issues to leadership for quick resolution. 

Qualifications

REQUIRED SKILLS AND EXPERIENCE: 

  • Bachelor's Degree from an accredited institution or equivalent work experience.
  • Eight years of Program Management experience
  • Active Secret Clearance
  • Communication skills that enable interfacing with executive-level clients daily, as well as participating in presentations and trainings  
  • Knowledge of management consulting approaches and techniques for risk management, portfolio management, and process improvement 
  • Strong analytical mindset to enable proactive analysis of business processes and business data to identify opportunities for efficiency and improvement 
  • Ability to analyze large sets of data using a variety of tools (e.g. Excel, Tableau)  
  • Experience building, operating and enhancing portfolio management and risk evaluation and strategic analysis at the project and program level 
  • Ability to manage the completion of assigned tasks within estimated time frames, coordinate efforts with other team members and stakeholders, review and approve work products for quality, completeness, and adherence to customer requirements  
  • Ability to quickly assimilate to client’s operating environment and understand the business issues and challenges of client's organization and industry 

DESIRED EXPERIENCE: 

  • Prior experience supporting the DOD is highly preferred. 
  • 3+ years’ experience creating or working with product/ technology roadmaps 
  • Highly technically savvy and able to understand a broad spectrum of software, hardware, operating systems, hardware technologies, architecture details, and be comfortable driving discussions with senior technologists 
  • Experience driving project scoping and sizing with engineering management/senior technologists 
  • Strong familiarity with datacenter/cloud platforms and/or network platforms 
  • Effective program management skills to collaborate with and lead very large groups of stakeholders across a diverse range of projects
