Immediate opening for Senior Project Analyst to support a Government Program Management Office (PMO) in MD.

• Work is located 100% on government site (no telework).
• Provide project management, control, analysis and technical support to government Program Managers.
• Provide program life cycle support, including technical analysis, acquisition planning, contracts management, scheduling, integrated logistics support (ILS), milestone review and quality management. 
• Develop and review program planning documents, budget preparation and financial tracking. Participate in Program Objective Memorandum (POM) and Budget Estimate Submission (BES) processes.  Evaluate program cost realism.  
• Provide systems engineering, research, development, test & evaluation (RDT&E) support for intelligence equipment, operational requirements, statements of work (SOW) and operational support.
• Understand how to plan and program for electronic support, intelligence and surveillance systems.
• Understand In-service Engineering Agent (ISEA) roles and responsibilities supporting Navy deployable systems, including coordination of component delivery, installation and removal. 
• Interface between the Program Office and various stakeholders, including resource sponsors (OPNAV), technical/design agents (field activities, R&D agencies, test facilities, vendors) and other government agencies.

• Current active TS/SCI clearance (must have current SSBI), reported in DISS.
• Bachelor’s Degree in technical or related discipline; or advanced training in a cryptologic discipline (elecronic surveillance systems) with DAU courses/certs. 
• Twelve (12) years of experience with cryptologic systems, operations, collection management, signal processing, data correlation and intelligence analysis.
• Experience supporting DOD program acquisition, lifecycle support, development, testing, and program management support.
• Solid understanding of the DoD Acquisition System, Planning Programming Budgeting & Execution (PPBE) system, and Federal Acquisition Regulation (FAR).
• Excellent communication skills (written and oral), able to effectively interact with customers, partners, and associates at all levels.
• Ability to multi-task in support of numerous projects with a demanding workload.
• High proficiency with MS Office Suite, web-based applications and databases.

DESIRED Skills/Education/Experience:

• Former DOD (military or civilian) experience desirable.
• Understanding of Navy’s processes for installing and deploying technical systems.
• Completion of various DAU and Project Management coursework/certifications
