Job Description

Toomey Technologies is searching for a seasoned Contract Specialist to provide subject matter expertise in the area of acquisitions transactions and high-quality administrative support services and deliverables to the customer.  The Contract Specialist will be also be responsible for conducting contract administration and closeout support activities.

  • Support Contracting Officers and Contract Specialist in performing contract administration and contract closeout functions on Agency awarded contracts.
  • Process contract administration actions and contract closeout activities in accordance with Federal Acquisition Regulation (FAR) and EPA’s Office of Acquisition Solutions policies and guidelines.
  • Prepare contract modifications for funding and administrative actions including, but not limited to, obligation and de-obligation of funds, SOW/PWS changes, COR appointment, clause updates.
  • Prepare and maintain required contract and electronic file documentation in support of all modifications.
  • Perform the contract closeout activities as prescribed in the FAR, Environmental Protection Agency Acquisition Regulation (EPAAR), Environmental Protection Agency Acquisition Guide (EPAAG) and any Standard Operating Procedures (SOP) provided by the Contracting Officer.
  • Ensure all final indirect rates are received from the Financial Analysis and Oversight Branch; determine if funds are due to EPA or the vendor; and make suggestions regarding contract closeout or quick closeout.
  • Request and Follow-Up on External Audit Reports: Review and analyze audit reports, indirect rate agreements, final vouchers, and other applicable documents as the basis for the Final Cost Recommendation.
  • Prepare closed contract files for file disposition activities, which include file room box labeling, maintenance, and transfer of files to offsite warehouses.
  • Issue monthly progress reports providing the status of the instruments assigned for closeout.
  • Perform other duties as assigned

Qualifications

  • US Citizenship Required. 
  • 5+ years (Level II) or 3+ years (Level I) of experience in federal government contracting specific to modifications and closeouts in accordance with FAR required.
  • Advanced knowledge of the FAR required
  • Federal contracting training/certifications/certification equivalents (FAC-C/DAWIA/CFCM) highly preferred
  • Knowledge of EPA’s OAS policies and guidelines highly preferred
  • Bachelor’s degree preferred
  • Ability to pass a background investigation via NACI upon contingent offer of employment
