Job Description

Toomey Technologies is seeking Physical Security Specialists.  These positions are located in Northern, VA with periodic OCONUS travel.  

DUTIES & RESPONSIBILITIES

  • Expert-level knowledge of SECCA and OSPB standards and policy.  Must develop a mastery of policy related to SECCA requirements and OSPB physical security standards. Must demonstrate strong comprehension and analytical skills in order to apply appropriate standards to PCD and Department processes related to physical security, including but not limited to the SECCA waiver and OSPB exception process and physical security surveys.

  •  SECCA waivers and OSPB exception requests: These processes are integral to the physical security risk analysis and management process. They also are central to educating Department leadership about the risks inherent with U.S. Government presence overseas, as well as in terms of Department leadership’s acknowledgement and acceptance of this risk. Qualified candidates must possess excellent written and verbal communication skills in order to draft, edit and review documents that will be viewed at the highest levels of the Department.

  • Facility Security: Survey and understand physical security conditions of Mission facilities and residential properties overseas. You will coordinate the surveying of these properties, documenting and assessing deficiencies related to OSPB standards, and managing and mitigating risk associated with physical security vulnerabilities.

  • Briefings and Briefing Papers: As the Department’s foremost experts on physical security conditions at U.S. Government points of presence overseas, You will be regularly called upon to provide in-person briefings or written briefing papers for Department leaders, Department oversight bodies, and other high-level U.S. Government decision-makers. Must consistently demonstrate outstanding oral and written briefing skills. ​

  • Residential Security: Must be thoroughly familiar with the assigned posts’ levels of compliance with OSPB residential security standards. You will serve as sources of expertise and advice on residential security countermeasures for RSOs overseas.  You will track residential security yearly budgets and ensure compliance with Department funding and budgeting timeline requirements. 

  • Soft Targets: You will serve as the primary PCD points of contact for RSOs on the Department’s Soft Target program. You will serve as Department experts on countermeasures appropriate for soft targets, primarily but not limited to schools overseas attended by children of Chief of Mission personnel. You will coordinate soft target funding requests from RSOs in conjunction with OBO elements. 

  • Design Review:  responsible for coordinating design reviews of OBO projects to ensure compliance with OSPB standards.

 

Qualifications

  • Bachelor’s degree or 5 years of continuous, direct work experience in Physical Security countermeasures or Risk Management.
  • Ability to rapidly learn and apply DS, OSPB, and physical/residential security requirements;

  • Demonstrated teamwork and team building experience with those who are not direct reports;

  • Excellent writing skills to including editing, ability to identify grammar mistakes, contextual errors, and ability to ensure products conform to established standards;

  • Experience drafting policy, procedures, memos, cables, and preparing reports for executives for decision making;

  • Good interpersonal and communication skills that can explain complex details to different audiences including working level employees, senior leadership and subject matter experts;

  • Excellent research skills;

  • Excellent customer service;

  • Experience in basic data analysis, statistical analysis and demonstrated attention to detail;

  • Experience in basic budgetary accounting procedures and recordkeeping;

  • Demonstrated ability to multi-task, prioritize and track activity;

  • Organized, self-starter who has demonstrated they are internally motivated, take ownership of their program, can work well independently or with a team, and with minimal supervision;

  • Demonstrated IT competence: SharePoint, Office 365, Microsoft Word, Excel, PowerPoint, etc.
