Job Description

Project Office Manager, Commission for Energy Regulation

Role Purpose:
To provide project office management to a number of mission critical projects in the CER. The Project Office Manager leads the development, maintenance and communication of the Project Office within the CER. There will be a need to directly manage PM Processes, and make decisions based on your judgment in relation to smaller projects in conjunction with CER Senior Management. A knowledge of and ability to support the interaction between the suite of major projects and wider business planning, resource management and strategic planning is important.

The Project Office also has responsibility for the Information Technology function in CER and Ideally the candidate would have a level of IT experience such that they could manage the IT function in CER. The day to day operations has been outsourced but the overall management of the function is the responsibility of the Programme Manager. This includes developing and implementing the IT Strategy Plan, development and management of the budgets, procurement for all software and hardware including licences, security of the systems, backup and disaster recovery and management of the outsourced management company. The environment consists of 12 servers and 70 laptops and desktops.

Project Office role:
a. Development and management of Project Governance Structures
b. Development of detailed project schedules for large scale projects
c. Management of project resources including external consultants 
d. Development and management of project budgets
e. Stakeholder management on all projects, including chairing of workshops and meetings with Industry.
f. Progress Reporting to all stakeholder 
g. Issue and risk identification and management
h. Management of project procurement contracts
i. Support CER business planning, resource management and strategic management.

IT function role:
a. Develop and maintain the IT Strategy Plan
b. Management of the Outsourced service provider.
c. Development and management of the IT budgets.
d. Procurement of all IT hardware and software requirements
e. Renewal of all licences for software and hardware support
f. IT system security
g. Systems backup and disaster recovery.
