Job Description
SUMMARY
The QA/QC E&I Supervisor is responsible for the quality of site construction, including the work of their sub-contractors and service providers. The QA/QC E&I Supervisor is required to demonstrate their capacity to perform the work and associated inspection and quality control duties in accordance with the scope of work, approved Inspection and Test Plans, Codes and referenced Client specifications. In addition, shall review and ensure that all the required quality documentation is available to their field execution team prior to start of any work.
Accountabilities:
The E&I Supervisor shall prepare documentation required for Client field verification, as applicable, but not limited to;
i. ITP
ii. Separate sub-contractor ITP
iii. Inspection form/checklist
iv. Turn Over Binder (TOB)
v. Highlight IFC drawings
vi. Third Party test reports
vii. Engineering changes
viii. Sub Contractor red marking Drawings
- Coordinate the QA/QC Subcontractor activities at Site.
- Accountable for Shop surveillance inspections
- Coordinate 3rd party Electrical inspections.
- Participate actively in the lockout tagout implementation process at site.
- Liaise with client Operation and Commissioning team during mechanical completion and handover process.
- Good understanding of the boundary inspection during Commissioning of new equipment, facilities and additions to existing controls.
- Coordinate preservation of all electrical and instrumentation equipment as required by Manufacturer recommendations and client specifications.
- Lead and expedite the E&I receiving material inspection process ensuring that MTRs and certifications accompanying the material.
- Conduct surveillance activities regularly and provide a weekly surveillance report to Client QA to verify the quality of their work products with respect to inspection and testing requirements (per the approved ITP) throughout the life-cycle of the project.
- Develop surveillance inspections and Quality Audit in a 30%, 60% and 90% job progress and in a weekly basis.
- Participate in equipment installation inspections, modifications, testing and commissioning of electrical systems and equipment for an effective handover to the client.

Qualifications
QUALIFICATIONS:
- Bachelor’s degree or Technician Diploma in electrical or instrumentation engineering
- Ten or more years involved in Oil Sand projects
- Five years of progressive experience as QA/QC Instrumentation Tech
- Five years of progressive experience as an QA/QC Electrician
- Proficient in the preparation and implementation of inspections test records, exhibits, E&I ITP’s, and Turn Over Binder (TOB)
- Five years of hands on E&I facility construction and maintenance
- Knowledge of testing and commissioning of E&I equipment
- Experience with management of change (MOC) processes and workflow
- Deep understanding and knowledge of applicable industry standards.
- Working knowledge of hazardous area installations
- Alberta Journeyman Electrician and Instrumentation Certificate
- Possession of the required safety certificates of the industry: H2S, WHMIS, First Aid, etc.
- Proficient in the use of business software, i.e. Excel, Microsoft Word, etc.
- Above average understanding of:
- Syncrude Technical Specifications (Electrical & Instrument)
- CSA Electrical Code,
- Standard for the use of electricity in mine (CSA M421)
- Control of Hazardous Energy (CSA Z460)
- Workplace Electrical Safety (CSA Z462).
- National Electrical Code (NEC)
- Institute of Electrical and Electronics Engineers IEEE
- National Fire Protection Association (NFPA) applicable codes
- NFPA 70E, “Standard for Electrical Safety in the Workplace”
- Alberta Safety Codes Act
- Alberta Electrical Code Regulation
- CSA C22.1, “Canadian Electrical Code, Part 1 Safety Standard for Electrical Installations” (CEC)
- Alberta Electrical Utility Code (AEUC)
- Valid Class 5 Driver’s License
- Valid CSTS and OSSA (Regional Orientation) or BSO a must
- Applicants must have the ability to speak, read and write fluently in English
