Job Description

Job Purpose
The main purpose of the procurement unit head job is to ensure the timely and cost
effective purchasing and delivery of quality material, equipment and services.

Principal Accountabilities
• Accountable for the timely, accurate, and complete pricing of materials for estimation purposes.
• Coordinates and consolidate requests for materials among multiple projects to negotiate the most advantageous terms .
• Accountable for the successful completion of purchasing and delivery transactions on time and within budget
• Accountable for the effective allocation of procurement resources to estimation, purchasing and sourcing jobs
• Accountable for the preparation and weekly update of consolidated procurement schedule
• Accountable for the development and management of  network of partner suppliers and subcontractors
• Accountable for the efficient management of  warehouses and in accordance with approved budgets
• Develops and institutionalize  procurement databases, know-how, controls, and capabilities
• Identifies and tracks Procurement's Department KPIs and devises plans and initiatives for improvement
• Provides support for the professional development of staff reporting directly to him.

Communications and Working Relationships
• Coordinates with projects and finance for successful planning and execution of procurement schedules.
• Coordinates with the Projects to receive specialized technical inputs (e.g. for technical review of complex procurement transactions)
• Coordinate with The Estimation Unit in sending RFQ’s, obtaining quotations, preparing comparison sheets, and preparing material files.
• Interacts with all levels of organization on procurement-related issues.
• Builds and manages day to day relation with suppliers and subcontractors.
• Manages direct reports and operational issues on daily basis.

Qualifications

Knowledge, Skills, Experience and Qualifications
• A minimum of ten (10) years construction experience with minimum four (4) years’ experience in the procurement of materials, quality control, and inspection organizations.
• Three (3) years’ experience required in the Middle East or similar environment.
• Must have strong technical and administrative background to satisfy reporting and documentation requirements.

•Should have  mechanical or civil engineering degree from the accredited university.
• The candidate shall be fluent in written and spoken English & Arabic.
