Job Description

ProSidian Consulting has an opportunity for a Grant Management And Administration Consultants located in Washington DC

POSTING TYPE: THIS IS A FULL-TIME and/or CONTRACT POSITION

Currently ProSidian Consulting seeks qualified professionals to staff multiple Grants Award Administration and Project Management roles on an as needed basis.  Specific areas where Grants Award Administration expertise is required are as follows:


Grants Award Administration and Project Management Assistance

  • Assist in the development and revisions of marketing materials (pamphlets, handouts) to be used by The Federal Agency Department senior leadership at Executive and Congressional briefings. This activity will include gathering existing The Federal Agency Department grant program and organizational accomplishments, compiling into a specific template, providing to federal staff for review and approval, tracking through approval process, and drafting revisions as necessary.
  • Provide subject matter expertise in regards to grant management and administration principles.
  • Assist with developing tracking tools and mechanisms to ensure that The Federal Agency Department is meeting specified goals and performance measures (i.e., annual workload analysis for the award administration team identifying the number of grants per program to be awarded in the specific year along with projected schedules for approval).
  • Draft standard operation procedures (SOP’s) for review and approval by Government staff for all processes and activities being performed under Task 1, and update as needed.
  • Facilitate occasional meetings between The Federal Agency Department staff and external customers (approximately 6-8 meetings per year) within the DC Metropolitan area. 

In order to facilitate senior level meetings within The Federal Agency Department, the Grants Award Administration and Project Management Consultants should have great communication and presentation skills/experience, the ability to keep meetings within context and on schedule, as well as possess financial grants management subject matter expertise.


Grants Award Administration Systems and Business Support

The Systems and Business Support Branch is responsible for the development, implementation, maintenance, sustainment, and training for the Agency’s suite of Grant Management information systems.  The Grants Award Administration and Project Management Consultants support is required in the following areas:

  • Provide Grants.gov posting and user support, which may include but is not limited to: managing user accounts, posting solicitations, troubleshooting system issues, monitoring application submissions, providing technical assistance and training to HQ and Regional staff.
  • Assist with systems requirements, which may include but is not limited to: documenting and tracking systems requirements, overseeing performance and User Acceptance Testing (UAT), tracking issues through resolution, and ensuring new systems meet all requirements of GPD and grantee user groups.
  • Assists with systems mapping: creating system maps as needed for the current suite of grants management systems.
  • Provide technical customer support for systems: providing grant management system end-user support
  • Assist in the development and revisions of grant systems procedures and internal projects, as it relates to process improvement.  This activity will include researching current procedures, interviewing grants management and systems staff, analyzing data, document findings and recommendations, compiling into a reviewable format for government review and approval, and revising documents as needed.
  • Draft system updates and communications for review and approval by Government staff prior to distribution through announcements and notifications.

Quality Assurance, Reporting, Strategic Planning and Technical Assistance

The Grants Award Administration and Project Management Consultants support is required in the following areas:

  • Assist in processing all incoming and ongoing communications for the Grant Operations Business Office, track issues through resolution, and provide daily/weekly status reports to The Federal Agency.
  • Respond to data calls and develop ad-hoc reports as requested.  Assist with receiving incoming data from a number of sources, reviewing for accuracy, and compiling data into a presentable, single report. The Grants Award Administration and Project Management Consultants should be able to collect financial and grants management data from a variety of sources and databases, including The Federal Agency Client’s Office of the Chief Financial Officer, Grants Management System, ND Grants Management System, Data Warehouse, and The Federal Agency Client’s Payment & Reporting Systems.
  • Review internal processes and procedures, and recommend areas of continuous improvement.
  • Provide strategic planning advice, and recommendations in a consultative manner across all task areas on an as-needed basis
  • Provide informal systems, grants management, and business updates and technical assistance to The Federal Agency Client’s staff and its external customers on an as needed basis. The Grants Award Administration and Project Management  Consultants are responsible for performing the day-to-day activities.

In order to successfully deliver training for updates as well as technical assistance as it relates to their specific work streams the Grants Award Administration and Project Management  Consultants should also possess good presentation and communication skills.

Training Support:  Support The CLients' Training Branch for the development and facilitation of grant management training for a wide range of stakeholders and provides internal professional development support to staff.  Contractor support is required in the following areas:

  • Evaluate current training programs, design evaluation instruments, compile and analyze data, communicate findings via several methods (e.g., dashboards, executive summaries, and reports), and provide updates on an ongoing basis.
  • Provide instructional design support for regional grantee meetings and internal training workshops, as well as assist with on-site facilitation, coordinate logistics, and develop website content for these events.
  • Assist with the development of a onboarding program and provide ongoing support in updating materials and coordinating monthly onboarding meetings.
  • Assist with the development of in-house grants management, administration and business operations training.
  • Draft standard operation procedures (SOP’s) for review and approval by Government staff for all processes and activities being performed under Task 3, and update as needed.

Administrative Support Shall Also Include Services In The Following Areas::

  • Process grant closeouts and archive project folders after closeouts are complete.
  • Assist with other grant management and administration functions such as the review of program guidance and grant documentation pending approval.
  • Develop briefings and weekly status reports for the Grants Administration and Business Office Leadership Team.
  • Assist in compiling, editing, and distributing the quarterly team newsletter.
  • Coordinate and provide support to working group leaders on the development of deliverables and compile, organize, and distribute group findings.
  • Draft standard operation procedures (SOP’s) for review and approval by Government staff for all processes and activities being performed and update as needed.

The candidate must demonstrate a willingness to learn, a comfort with consulting as an industry and abstract thoughts and capable of handling a constantly changing environment where work may be strategic and tactical within a small growing firm.  Work can translate to a broad experience base in many industries.

The selecied Professional shall be responsible for an effective quality control program for all deliverables, work products, and services performed under this contract.  The Contractor shall institute policies, procedures, and processes that will ensure all products meet contract requirements and will promote Continuous Improvement of the products and processes. The contractor shall submit a Quality Control Plan in the Technical Proposal as part of their Management Approach with annual updates thereafter as necessary.
