  • Provide services and support as a Senior Program Contracts Acquisition Compliance Manager [Procurement, Financial Administration and Compliance Services For Government And Public Services Foreign Affairs & International Programs American Spaces] aligned with the Program Governance & Engagement Management Functional Area / Swim Lane / Category Discipline in the Government And Public Services Industry Sector. 
  • Delivers compliant procurement, financial administration, vendor oversight, reporting, and audit-ready support that provides Government And Public Services Sector-related Operations & Financial Management Solutions for Government And Public Services Foreign Affairs & International Programs Organization General Services Office (Tbilisi GSO) at in Georgia (Country) – GE (Tbilisi) as part of American Spaces Procurement, Financial Administration and Compliance Services.  These services are considered part of the ProSidian Foreign Affairs & International Programs Sector (FIP): Federal diplomatic and public-sector mission support, including regulated procurement, financial administration, compliance, and multi-site program operations.
  • Leads integrated program, contracting, procurement, financial compliance, and stakeholder governance for Government And Public Services Foreign Affairs & International Programs Organization mission-support operations in Georgia.

RESPONSIBILITIES AND DUTIES - Senior Program Contracts Acquisition Compliance Manager | Program Governance & Engagement Management [GSTBEMP0009009]

  • Provide senior oversight for overall contract execution and client interface with Government And Public Services Foreign Affairs & International Programs Organization Tbilisi GSO/Procurement, Contracting Authority, and COR.
  • Integrate program management, procurement, financial administration, contract administration, internal controls, compliance, reporting, staffing, and risk management.
  • Monitor performance against the five-business-day processing target and workload expectations of up to 2,000 payments, approximately 150 supplier/service contracts, up to 150 events, and up to 20 budget modifications. Review escalated procurements, financial exceptions, compliance issues, corrective actions, and high-risk vendor matters.
  • Ensure continuity, backup staffing, timely deliverables, and consistent application of Government And Public Services Foreign Affairs & International Programs Organization-approved processes.
  • Maintain executive visibility of budget, schedule, operational risk, quality, and client satisfaction.

Bachelor’s degree in Business Administration, Finance, Accounting, Procurement/Acquisition, Contract Management, Public Administration, or a related field is recommended; master’s degree is preferred for this senior role. Equivalent additional directly relevant experience may be considered where permitted by ProSidian. PMP, CPCM/CFCM, FAC-C/DAWIA-equivalent acquisition credentials, CPA/CIA, or similar credentials are desirable but are not stated as mandatory by the RFQ.

Other Details

This is a senior integration role and may be proposed as key personnel. If the individual personally performs core funds-management, financial, procurement, compliance-monitoring, or reporting decision-making, the RFQ local-performance requirement applies, and that work must occur in Georgia with daily physical availability during working hours. The solicitation does not authorize the contractor to make programming decisions for American Spaces.
