Director, Staffing Center Operations

At the University of Maryland Medical System (UMMS), we are transforming the way healthcare staffing is delivered. As the Director, Staffing Center Operations, you will lead strategic oversight of both our internal staffing center and Managed Service Provider (MSP) program to ensure seamless, high-quality, and cost-effective workforce solutions across our statewide system.
Reporting to the Vice President of Talent Acquisition and Workforce Planning, this high-impact leadership role plays a critical part in supporting operational excellence, workforce sustainability, and patient care delivery across our 14 hospitals and more than 29,000 employees.
What You’ll Do
Lead Strategic Staffing Operations: Oversee internal contingent workforce deployment and serve as the system liaison with our MSP partner to ensure optimal performance, quality, and compliance.
Drive Vendor & Performance Management: Manage agency performance using KPIs and SLAs, optimize vendor relationships, and negotiate staffing contracts to build a cost-effective talent pipeline.
Advance Workforce Planning & Analytics: Deliver system-wide staffing insights through real-time dashboards, workforce trend analysis, and financial reporting to support executive decision-making.
Ensure Regulatory Compliance: Lead audits and risk assessments to maintain full compliance with Joint Commission standards and UMMS policies.
Foster Collaboration & Innovation: Partner with clinical leadership, HR, finance, and legal to implement standardized staffing policies and continuous process improvements.
Lead and Develop Teams: Direct and support a multidisciplinary team including staffing operations and payroll, championing performance development and a culture of excellence.
Qualifications
What You Bring
Education: Bachelor’s degree required; Master’s degree in business, healthcare administration, or human resources strongly preferred.
Experience: Minimum of 5 years in a senior leadership role overseeing staffing operations, workforce planning, or vendor management in a complex healthcare or corporate setting.
Expertise: Proven experience managing MSP programs and vendor relationships; strong knowledge of workforce systems (e.g., VMS, scheduling platforms); deep understanding of healthcare compliance and Joint Commission standards.
Skills: Exceptional strategic thinking, data analytics, financial management, and cross-functional collaboration. Strong communication, negotiation, and team leadership abilities are essential.

Compensation
- Pay Range: $145,000.00-$190,000.00
