The Development Co-operation Directorate (DCD) encourages coordinated, innovative, international action to accelerate the implementation of the 2030 Agenda in developing countries and improve the financing of the Sustainable Development Goals (SDGs). The Directorate helps set international standards for development co-operation, supporting the OECD Development Assistance Committee (DAC), and monitors how donors deliver on their commitments. Drawing upon OECD-wide expertise, DCD supports members and partners with data, analysis, and guidance, as well as policy dialogue and learning, to improve policies, practices and partnerships.

DCD is seeking a Junior Professional Officer (JPO) to contribute to strengthening the effectiveness and demonstrable impact of development co-operation, by advancing policy analysis, guidance, dialogue and learning across the Results and Partnerships for Development Impact (RPDI) Division. The successful candidate will support efforts to translate evidence and policy commitments into tangible development results, fostering strategic partnerships and collective action across an increasingly diverse development landscape. This includes promoting coherence across DAC workstreams and strengthening the contribution of development effectiveness principles to better outcomes on the ground.

Within the OECD Effectiveness Team, the selected candidate will be instrumental in mobilising policy insights and analysis. This could include support for the Global Partnership for Effective Development Co-operation (GPEDC) and its monitoring exercise to support peer learning, dialogue and follow-up action. It could also include substantive support to one or more thematic workstreams, depending on OECD’s 2027-30 programme of work, which is currently being developed. The selected candidate will report to a Policy Analyst under the overall guidance of the RPDI Head of the Division.

Job Description

Main Responsibilities

Policy Research, Analysis and Advice

  • Analyse and mobilise evidence to identify performance patterns, systemic bottlenecks and opportunities to improve country-level practices, supporting learning, adaptive management and collective accountability.
  • Strengthen the evidence base for decision-making by synthesising OECD and RPDI evidence (peer reviews, evaluations, self-assessments, thematic work) to identify effective partnership models, delivery approaches, and drivers of impact and resilience, including potential contributions to an AI-enabled advisory tool for DAC members.
  • Co-create actionable policy guidance with DAC members on what works and why, for example, on fragmentation, localisation pathways, value for money and modality choices.
  • Facilitate safe-space learning and structured dialogue on key political and operational trade-offs (e.g. domestic accountability vs partner ownership, risk appetite, strategic interests), including through cross-OECD thematic deep dives (e.g. AI, health, climate, untying, digital co-operation), and reflection on cost-effectiveness and mutual benefit partnerships.
  • Contribute to cross-cutting analytical outputs across the Division, Directorate and OECD, including concise briefs, background papers and knowledge.

Dialogue and Partnerships

  • Strengthen DAC engagement in global governance processes such as the Global Partnership for Effective Development Co-operation and complementary fora to convene regular political and technical dialogue with partner countries, other providers (including MICs/BRICS) and non-state actors, and by providing evidence-based inputs to inform DAC positioning (e.g. 4th Financing for Development Conference (FfD4) follow-up, post-2030 frameworks).
  • Design and facilitate multistakeholder policy dialogues that foster convergence on evolving partnership approaches and behaviours (e.g. mutual benefit, economic partnerships, geostrategic considerations), drawing on peer learning, collective problem-solving and lessons from South-South and other co-operation modalities.
  • Support the delivery of technical and high-level events and dialogues, including programme design, speaker and stakeholder engagement, preparation of inputs and briefings, and support to leadership participation.
  • Contribute to the organisation and implementation of events in coordination with partners and host institutions, ensuring logistical coherence and quality delivery.
  • Support the strengthening of RPDI’s network of knowledge and institutional partners across stakeholder groups to sustain dialogue, learning and collaboration.

Communication, Advocacy and Outreach

  • Support the development and implementation of communication strategies that effectively disseminate technical and policy products while shaping clear, compelling political messages on effective development co-operation, tailored to diverse audiences and evolving contexts.
  • Draft talking points and other policy and advocacy materials for OECD leadership and the team.
  • Support knowledge management and advocacy efforts to foster mutual learning on effective development co-operation across global, regional and country levels, including through the FfD4 follow-up process and a potential DAC-Southeast Asia regional dialogue, and by nurturing the informal DAC community of experts on development effectiveness as a platform for exchange and collective learning.

Cross-Cutting Priorities

  • Provide analytical inputs to DCD wide and DAC priorities, including OECD and UN Reports.
  • Provide technical and substantive inputs to research and fundraising proposals.
  • Contribute substantive inputs to negotiations and follow-up actions on agreements and action plans.
  • Conduct horizon scanning and identify new trends and frontier issues in development co-operation.
  • Make systematic use of diverse sources of evidence and AI tools to optimize delivery across all these tasks.
  • Contribute strategic inputs and technical guidance to other RPDI initiatives as needed.

Qualifications

Ideal Candidate Profile

Academic Background

  • An advanced university degree in public policy, development, international economics, social sciences or other relevant discipline.

Professional Background

  • A minimum of two years of relevant professional experience in public policy analysis, international development/development co-operation.
  • First-hand experience with, or an excellent understanding of, the overall development co-operation agenda and the 2030 Agenda for Sustainable Development.
  • Proven ability to draft high-quality policy outputs, drawing on analysis of quantitative/qualitative data, to effectively communicate key messages on development data and trends.
  • Previous experience working in an international organization and/or intergovernmental body, and supporting multi-stakeholder processes, in particular in development co-operation would be an asset.
  • Excellent organisational skills, ability to work effectively on the basis of general instructions and with moderate supervision.
  • Strong interpersonal and communication skills, including the ability to make public presentations, facilitate group discussions, and to work collegially and flexibly in a team environment.
  • Experience multitasking and responding to multiple and unexpected tasks within short timelines.

Technical Skills & Tools

  • A high level of proficiency using the standard Microsoft Office suite, and notably strong skills with Excel. Coding skills (R, Python, SPSS) would be a strong asset.
  • Experience using social media platforms to share knowledge or communicate research and good knowledge of design and web tools (e.g. InDesign) would be an asset.
  • Affinity with AI-supported tools to simplify and optimise project management and communication.

Languages

  • Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.

  • Certificate of English proficiency test: Applicants should score a minimum of (i) TOEFL iBT 100 or (ii) TEPS 430 or (iii) IELTS 7 or (iv) TOEIC 900
    - TOEFL ‘Home Edition’ score is accepted while ‘MyBest Scores’ are not accepted
    - IELTS General Training and Academic test are both accepted
    - Test scores are valid for 2 years after the test date
  • Not older than 32 years of age as of 31 December 2026 (born after 1 January 1994). The maximum age limit for those who served in the military will be extended accordingly: one year will be extended for those who served for less than one year; two years will be extended for those who served for more than one year and less than two years; three years will be extended for those who served for two years or more.
  • Male applicants shall have completed the Korean military service or be exempted from it. Those who will be discharged from military service in the year of the application may also apply.
  • Applicants can apply for a maximum of two JPO positions sponsored by the Ministry of Foreign Affairs of the Republic of Korea during the year of application.
