Portfolio Description: 
LaMP is executing on a portfolio of work to strengthen responsible recruitment within the U.S. H-2A seasonal agricultural worker visa program. The program currently provides visas to over a quarter million (mostly) Mexican workers each year to work on farms in the United States. While an H-2A visa represents an enormous economic opportunity for many agricultural workers, exploitative worker recruitment practices can leave workers misinformed, indebted, or defrauded.  (https://lampforum.org/project_category/responsible-recruitment/)

LaMP’s portfolio of work focuses on strengthening responsible practices in the H-2A program through cost-effective tools that can be used by responsible recruitment agencies and their clients. Our eventual goal is to scale these tools beyond H-2A, to help improve worker recruitment processes globally.  

The portfolio currently includes three key initiatives which the Consultant will contribute to: 

  1. Worker Voice Survey: Scaling a digital, low-cost survey to collect anonymous feedback from migrant workers about their recruitment experiences, providing actionable insights for improving recruitment practices. (https://lampforum.org/2024/06/20/h-2a-worker-voice-survey/)

Job Description

Role Description: 
We are seeking a highly motivated individual to help implement and expand our responsible recruitment portfolio within the H-2A program and beyond. The role will initially focus on the three initiatives described above, with the potential to evolve into managing workstreams within this portfolio or other LaMP initiatives. 

Additionally, the Consultant will be expected to help lead the development and execution of various tech enabled labor mobility solutions.  

The successful candidate will be a fluent English speaker with a proven ability to collect and analyze quantitative data. The ideal candidate will also speak Spanish, have a strong interest in digital solutions to poverty and/or labor mobility, and have a strong track record building and managing client relationships with private sector players.    

Key Responsibilities: 

  • Lead survey administration, data collection and management, and quantitative analysis of our H-2A worker survey data. 

  • Collaborate with recruitment agencies and employers to expand participation in the worker survey and help improve recruitment practices. 

  • Help design and implement worker voice & outcome data components in other LaMP projects. 

  • Help coordinate the piloting and expansion of Okolabor, working closely with public and private sector partners to ensure successful implementation and scaling. 

  • Collaborate with GAREX leadership to develop and operationalize new policies, implement surveys, and enhance the association’s professional standards. 

  • Build and maintain strong relationships with key stakeholders, including recruitment agencies, employers, and industry associations. 

  • Support strategic thinking, fundraising and partnership development to secure resources for scaling the responsible recruitment and tech portfolios. 

  • Assist in managing the overall portfolios, reporting to senior leadership on project progress, challenges, and key metrics. 

Qualifications

Required Qualifications: 

  • Strong quantitative data collection and data analysis skills. 

  • Full professional English language proficiency. 

  • Demonstrated proficiency in writing and creating presentations (PowerPoint). 

Desired Qualifications: 

  • Full professional Spanish language proficiency. 

  • Relevant sales experience, such as building and developing client relationships with private sector players. 

  • Project management experience. 

  • Experience with the development and/or implementation of tech solutions, such as mobile apps. 

  • Qualitative research experience. 

  • Experience working with vulnerable populations and/or migrant workers. 

  • Relevant university degree.

Additional Information

Location, Duration, Remuneration: 

  • Location: Flexible (Remote). 

  • Duration: The initial contract will be for 11 months. Possibility of transitioning into a full-time staff position, depending on performance and available funding. 

  • Daily Rate: All inclusive USD $200-340, based on experience and qualifications.
