Job Description
The NWP Pipeline HSE Supervisor is in charge of monitoring/supervising contractors’ activities during constructions.
With the support of the HSE Superintendent, HSE Supervisor will advise and assist the Company Site Team on daily basis management.
The main focus of the role is to ensure HSE risks are properly evaluated and controlled by the Package team and its Contractors and to provide high standard HSE support to projects, from construction to start-up.
Leadership
- Assist Company Site team and Contractors in the implementation of risk analysis, incidents management, permit to work process, and industrial hygiene implementation.
- Promote HSE culture on site safety talks and deployment of HSE tools i.e., Program "0 Fatality" (Safety Green Light, Life Saving Checks, Joint Safety Tour), Stop Card, Safety and Sustainability Moments, World Day for Safety celebration.
- Ensures similar programs and tools to be deployed by the Contractors on their own worksites.
Risk Management
- Support Environmental Studies on site with appropriate risk assessments and Permit to Work system.
Health and Environment
- Assist the Site Medical Doctor to implement the Company Health Plan, Medical fitness procedure, MEDEVAC procedure, participate to audit and inspection of camp facilities.
Contractor and Suppliers
- Supervise Contractors activities and ensure they are carried in compliance with the HSE plans, HSE bridging documents, Risk Assessments during contract execution.
Competency and Training
- Participate to the HSE induction/orientation.
Emergency Preparedness
- Assist the HSE Superintendent and Package HSE Lead to set up, test, and continually update the Emergency plans.
Incident Analysis
- Follow up on regular basis, Contractor Action tracking list resulting from incidents, anomalies, drills, HSE audits, and inspections.
- Participate in the reporting and investigation of incidents and anomalies.
Audits and Inspections
- Participate in Site inspections and audits as scheduled.
Performance Improvement
- Assist HSE Superintendent and the Package HSE Lead organizing Site HSE Committee Meetings.
- Report daily basis to HSE Superintendent.
- Assist the site team in the use of the reporting tools.
Qualifications
- Hard Skills
- Education: Minimum 5 years working experience in a high hazard industry, i.e., Construction, Oil & Gas, onshore plant.
- Professional HSE qualification at Diploma / Degree level minimum.
- Knowledge of HSE culture tools and programs.
- Highly proficient in spoken and written English. Spoken and written Arabic is a plus.

- Languages
- Fluency in English; knowledge of Arabic is an advantage.

- TotalEnergies signed agreements in Iraq to enhance the development of the country’s natural resources.
- The GGIP project, located in the Basra region, is a 5-in-1 project:
- Associated Gas Upstream Project Phase 1 (AGUP1):
- Enhance Ratawi oil field production through infrastructure upgrades and a new export pipeline.
- Includes gas export and processing facilities (AG25).
- Associated Gas Upstream Project Phase 2 (AGUP2):
- Enhance Ratawi oil field production to 210 kbpd with a new CPF and additional development wells.
- Gas Midstream Project (GMP):
- Valorize gas from Ratawi, Majoon and Al Qurna West-2 (Phase I) oil fields.
- Common Seawater Supply Project (CSSP):
- Major water-injection project supporting the long-term production of several fields in South Iraq.
- TotalEnergies will be involved in the seawater treatment plant construction.
- Solar Power Plant (SPP):
- Major solar project with a 1250 GW DC PV plant.
- Will produce 1000 GW AC power to be injected into the grid.
- Associated Gas Upstream Project Phase 1 (AGUP1):
- AGUP Phase 2 is the major full field development project:
- Involves drilling approximately 221 wells.
- Feeding a newly built CPF according to TotalEnergies standards.
- CPF capacity: 210 kbopd.
- Oil production:
- 60 to 80 kbopd from Yamama reservoir (~100 MMscfd).
- 150 to 130 kbopd from LP reservoirs (~30 MMscfd).
- AGUP2 project objectives:
- Maximize economic results.
- Maintain focus on CAPEX optimization.
- Ensure technical quality of installations.
- Maintain high H3SE requirements and focus.
Project development includes several interfaces with other projects, mainly:
- AGUP Phase 1
- GMP
- CSSP
These interfaces shall be managed in an optimized and agile manner.
- The country context is complex due to several factors and risks that need to be mitigated throughout the project.
- Particular attention will be given to:
- Enhancement of safety culture.
- Local content development, which will be a key success factor for the project.
