Work Location is Ramstein AFB, Germany – Jan 2022

 

  • Represent the Defense Health Agency (DHA) as liaison to Medical Treatment Facility (MTF), Initial Outfitting (IO) contractor(s) and other applicable agencies.
  • Provide project management and technical oversight for Assist the Gov’t in the planning, execution and evaluation of project tasks, contractors, sub-contractors and Furniture, Furnishing and Equipment (FFE) and Low Voltage System (LVS) vendors.
  • Provide oversight of project tasks to ensure all deliverables are completed in accordance with the Performance Work Statement (PWS).
  • Oversee Assist and monitor FFE-LVS Initial Outfitting Transition Planning (IO-T) and Initial Outfitting Commodities (IO-C) execution. Assist in coordination and monitoring the design, planning, procurement and execution of the comprehensive interior design (CID). This includes all new and reuse furniture, furnishings, equipment, signage, artwork, resource protection, low voltage systems, closed circuit television, communications, moves, and transition planning, excess, public relations, and access control.

 

  • Assist project teams to establish technical approach, develop conceptual design, conduct field investigation analysis, detail functional requirements, and specify procedures to support execution of assigned tasks.
  • Provide support assistance to DHA and MTF during installation of all IO commodities.
  • Provide support assistance to DHA and MTF during IO Transition planning and movements.
  • Assist DHA in coordinating the transition of personnel and organizations to/from newly constructed, renovated facilities and/or temporary phasing facilities (TPF). Assist with ensuring all necessary coordination and management required in transitioning are completed in a timely manner.
  • Provide assistance and support to DHA and MTF POC in project management. Act as primary point of contact (POC) for the Initial Outfitting program for selected project(s).
  • Participate in all user meetings to include, but not limited to, kick-off, review, resolution, transition, communication, equipment, security, and weekly project delivery team (PDT). Provide any briefings necessary in relation to the project.
  • Assist MTF and contractor with all necessary public relations planning and activities to ensure beneficiaries are well informed.
  • Work with appropriate offices to assist in the development of criteria and objectives for Scopes of Work (SOW) for Comprehensive Interior Design (CID) and recommend schedules/timelines for approval and execution.
  • Ensure appropriate procurement documentation is supplied by the MTF/Designer, DHA, IO contractor, and USACE to mitigate contracting delays.
  • Assist the MTF in the oversight of service contracts required before and during the transition period to include: the actual move, warehousing, housekeeping, decommissioning of the old facility, and other medical facility assets to be demolished, transferred, and/or reutilized etc.
  • Ensure IO-T and IO-C contractor provides all required contractual documentation at appropriate times.
  • Provide coordination of internal office moves to support construction phasing recommendations regarding action on technical matters to other team and mission members.
  • Conduct technical review and Prepare Healthcare Requirement Analysis/Economic Analysis of all submittals, and other applicable documents, and provide corrective comments in applicable government systems. Coach and train medical users on submittal reviews and documentation.
  • Monitor IO project costs to include Other Procurement (OP), IO-T, IO-C, and transition to ensure conformance with SOW.
  • Analyze/coordinate/monitor change management process and documents and coordinates with appropriate offices.
  • Conduct acceptance inspections and ensure all closeout documentation is complete, organized and provided to DHA for historical filing requirements.
  • Review and critique SRM and IO project submittals for DHA, provide technical evaluations of contractor submittals, and submit findings to the US Army Corps of Engineers (USACE) ProjNet (DrChecks) program.
  • Assist acquisition/contract personnel as technical advisor to support the program/projects per the provisions of FAR 52.203-16.
  • Periodic travel required.

Qualifications

The technical and logistics expertise necessary for this position includes a skill set that encompasses transition planning, logistics planning, equipment planning (to include infrastructure), communication and resource protection planning, acquisition and procurement, government contracting, public speaking, read and review construction documents, and strong customer interaction. Application may be drawn from any combination of these areas in response to all customers’ needs. 

·         5+ years experience managing large IO&T projects for healthcare facilities to include: concept development with client, environmental compliance, materials development, sourcing, specifications, space planning, project advisement, implementation, installation and punch list completion, development of stringent finish and furnishings standards

·         Bachelor’s degree in a related field preferred.

·         Joint Commission, Facilities, engineering, US DoD military medical design and/or construction code and standards experience required.

·         Excellent time management under tight schedules and deadlines

·         Exceptional customer service mindset and delivery

·         Ability to communicate clearly and effectively via oral or written means including making oral presentations

·         Proficiency with Microsoft Office Suite

·         Knowledge of DMLSS

·         US citizenship required by federal contract
