Prepare quality assurance plan for project and ensure compliance. Review the construction contractor’s Quality Control Plan, Safety Plan, Schedule of Prices, Progress Schedules, and Network Analysis Diagrams (CPM’s), Environmental Protection Plan, Asbestos Plan, and submittal register for conformance with contract requirements and good practice. Prepare detailed written report with recommendations.
Attend, participate in advisory capacity, and keep notes of preconstruction conferences, quality control coordination meetings, in progress reviews, and other conferences and meetings with construction contractors and COR. Prepare agenda prior to these meetings, prepare and submit minutes.
Review contractor’s daily QC reports. Provide daily QA inspection and surveillance of contractor’s QC and Safety Program. Review ongoing work to verify materials & workmanship conform to contract requirements. Submit daily QA Reports with emphasis on deficiencies found.
Monitor construction contractor’s procedures for tracking construction deficiencies to assure acceptable corrective action and that an audit trail is maintained.
Check compliance with health and safety requirements. Attend contractor’s safety meetings. Participate in review of phase hazard analyses. Report violations.
Review contractor’s progress payment requests and compare to project progress schedule and submit recommendations. Identify any factors delaying progress and comment on responsibility.
Prepare Requests for Change Proposals (Scope of Work). Develop scope of work for changes, including sketches and specifications. Review contract requirements to ensure change is not included in contract.
Provide technical, cost, and time analysis of each contractor’s proposal.
Maintain updated set of plans and specifications including all amendments, modifications, issued clarifications, and significant as-built notations. Conduct review of the contractor’s maintenance of accurate as-built drawings and provide comments on completed as-built drawings.
Investigate contract requirements, codes, and other specifications to aid engineers and construction representatives in resolution of problems. Coordinate with designers and provide reply to construction contractor’s requests for information and discussion with designers. Review and comment on materials variances and substitutions.
A Senior HVAC Field Controls Technician with a minimum of 15 years in HVAC & Building Automation & Controls to include installation, retrofit, diagnosing, repair, preventative maintenance, start-up, commissioning, and programming utilizing knowledge of electronics, DDC, airflow, hydronics, software, air conditioning, boilers, control, pipe fitting, mechanical materials/layouts/techniques used in the building systems of a type, scope, and complexity similar to those involved in the construction and renovation of large facilities at a large military installation.

Less preferred, a Commissioning Agent with a minimum of 15 years in HVAC and Building System Commissioning to include certification as an ACG Certified Commissioning Agent, a TABB Certified Professional, or a NEBB Qualified Commissioning Administrator. The certification shall be maintained for the entire duration of duties specified herein. The Commissioning Agent shall also have a minimum 5 years’ experience as the lead person responsible for commissioning of building systems of a type, scope, and complexity similar to those involved in the construction and renovation of large facilities at a large military installation.
