We’re on the lookout for a Programme Manager who thrives on turning big ideas into real outcomes. As the Stormwater Programme Manager, you’ll lead and support a diverse programme of stormwater projects – including erosion control, flood management, pipe network, treatment devices, reactive work, and planning initiatives.

In this role, you’ll guide and support the setup of stormwater programmes, making sure the right things happen at the right time and that the benefits are felt across the organisation and the community. You’ll be the person who brings structure and clarity to the programme reports, while building momentum and helping the teams stay aligned and ensuring projects move smoothly from initiation to closeout.

You’ll work closely with business owners to set direction, manage risks and opportunities, and keep everyone moving toward a shared vision. Engaging and building strong relationships with stakeholders inside and outside the Council will be key, and if you’re someone who loves connecting the dots, influencing outcomes, and seeing your work make a real difference, we’d love to see your application.

Please be advised that this role will initially be positioned within Hamilton City Council. As of 1 July 2026, your role will transfer to be positioned within IAWAI – Flowing Waters, a Council Controlled Organisation. You will be kept informed with regular communications before and during the transition. 

Qualifications

Essential

  • Significant programme management experience delivering complex infrastructure (water, transport, facilities, development, environmental or similar)
  • Qualification in, or strong knowledge of programme and project methodologies (e.g., P3M, MSP, Prince2)
  • Demonstrated leadership of high-performing, multidisciplinary teams in complex environments
  • Proven ability to lead and develop high-performing teams in a professional, solution-focused environment
  • Strong commercial capability including procurement, contracting (e.g., NZS3910, NEC4, professional services) and financial management
  • Ability to integrate technical, financial, cultural, environmental and regulatory considerations to achieve best-for-programme outcomes
  • Advanced analytical, decision-support and problem-solving skills

Desirable

  • Experience working with Kaupapa Māori, competency in Tikanga, and a commitment to applying a Te Ao Māori lens
  • Demonstrated ability to lead and influence in a complex, public-facing environment, with knowledge of local government legislation
  • Thorough working knowledge of the Resource Management Act 1991, Building Act 2004, and other relevant legislation and regulations.
