Job Description
The Test Manager will be responsible for planning, coordinating and monitoring testing activities across multiple projects and releases. The person will provide clear direction to the Moldovan testing team, ensure alignment with the local business and IT teams, and deliver reliable visibility regarding test progress, defects, risks and release readiness. This is not simply a reporting position. The Test Manager is expected to demonstrate ownership, challenge priorities when necessary, anticipate delivery risks and actively drive testing towards successful release decisions.
Test strategy and planning:
Define and maintain the overall test strategy, test approach, and test plans.
Translate business requirements, functional specifications, and technical inputs into a structured testing scope.
Determine the appropriate testing phases, including integration testing, system testing, end-to-end testing, regression testing, and user acceptance testing.
Set test priorities based on business impact, technical risk, and release dependencies.
Ensure appropriate test coverage across systems, interfaces, and critical business processes.
Align testing activities with project milestones and release planning.
Multi-project and release coordination :
Coordinate testing activities across multiple complex projects running in parallel.
Manage testing activities across approximately three to five projects per release.
Maintain a consolidated view of scope, priorities, dependencies, resources, and timelines.
Identify conflicts between projects and help facilitate prioritisation decisions with project and business stakeholders.
Monitor testing readiness and ensure that environments, requirements, test data, and resources are available on time.
Adapt the test plan when project scope, timelines, or dependencies change.
Support release readiness assessments and provide clear quality input for go/no-go decisions.
Team coordination :
Lead and coordinate a testing team of around four to six testers based in Moldova.
Set clear objectives, priorities, deliverables, and deadlines for the team.
Organise regular follow-up meetings and make sure actions are documented and completed.
Review the quality and completeness of test scenarios, test cases, execution results, and defect reporting.
Support, coach, and guide testers when priorities or requirements are unclear.
Encourage collaboration, accountability, and continuous improvement within the testing team.
Ensure effective communication despite geographical, cultural, and organisational differences.
Act as the local escalation point and decision maker for test-related questions.
Quality, risk, and defect management :
Monitor test execution, coverage, results, defects, and blockers.
Identify quality risks early and define appropriate mitigation actions.
Ensure defects are properly documented, prioritised, assigned, and followed through to resolution.
Escalate critical issues with a clear assessment of their impact on the business and delivery.
Challenge incomplete requirements, unrealistic planning, or insufficient test coverage.
Provide clear recommendations on release readiness.
Maintain visibility on unresolved defects, accepted risks, and open dependencies.
Drive corrective actions when quality or delivery objectives are at risk.
Stakeholder management and reporting :
Act as the main point of contact for testing topics.
Coordinate with business representatives, project managers, developers, analysts, architects, release managers, and external partners.
Communicate test status, risks, and decisions clearly and concisely.
Adapt communication to both technical and non-technical audiences.
Prepare clear dashboards, progress reports, and management updates.
Facilitate risk reviews, defect meetings, test status meetings, and release readiness discussions.
Ensure transparent communication when deadlines, scope, or quality objectives are under pressure
Qualifications
Significant professional experience in software testing, including several years in a Test Manager, Test Lead, or Senior Test Coordinator role.
Proven experience in defining test strategies and coordinating full testing cycles.
Strong ability to manage several complex projects, teams, or workstreams at the same time.
Solid experience with integration testing, end-to-end testing, regression testing, and user acceptance testing.
Experience coordinating distributed, remote, or offshore testing teams.
Strong knowledge of test planning, defect management, risk management, reporting, and release readiness.
Ability to stay structured, calm, and decisive in high-pressure situations.
Strong stakeholder management and communication skills.
Ability to challenge project teams constructively and escalate issues when necessary.
Fluent in both French and English, spoken and written.
Previous experience in telecommunications is a strong advantage, but not mandatory.
Experience in similarly complex environments such as utilities, banking, public services, or large-scale transformation programmes may also be relevant.
ISTQB certification, especially ISTQB Advanced Level Test Manager or an equivalent qualification, is preferred.
Preferred experience:
Experience with telecom operators, MVNO environments, or telecom transformation projects.
Exposure to complex system integrations and end-to-end business flows.
Experience with BSS/OSS, CRM, billing, order management, data platforms, or customer-facing telecom applications.
Experience in Agile, Scrum, and hybrid delivery models.
Coordination between local stakeholders and international delivery teams.
Knowledge of test governance and process improvement.
Experience with tools such as Jira, Confluence, HP ALM/Quality Center, Zephyr, Xray, Tosca, or equivalent test management solutions.
