Job Description
The Document Controller is responsible for the administration, maintenance, and effective operation of the Harsco Operating Management System (OMS) document control process. The role ensures that controlled documents are developed, reviewed, approved, issued, revised, translated, retained, and withdrawn in full compliance with the OMS Document Management Procedure and Harsco governance requirements.
The position provides system administration, user support, and assurance over document control discipline, ensuring that only current, approved documents are available for use across Harsco operations.
OMS Document Control Administration
- Develop and ownership of the Harsco Document Management Procedure
- Administer and maintain the OMS document management system in accordance with Harsco Document Management Procedure.
- Ensure that only approved and published documents are available as valid controlled documents.
- Manage document properties, numbering, workflows, and access rights within the OMS platform.
Document Lifecycle Management
- Support authors through document creation, revision, review, approval, publication, and withdrawal processes.
- Maintain version control, revision history, and archiving of withdrawn or superseded documents.
- Control the deletion and withdrawal of obsolete documents from the OMS portal, as defined in the procedure.
Compliance & Governance Support
- Monitor compliance with the OMS Document Management Procedure and intervene where deviations are identified.
- Provide guidance on document hierarchy, document types, approval workflows, and authority matrices.
- Support audits, assurance activities, and management reviews related to document control.
System Support & Continuous Improvement
- Act as the primary point of contact for OMS document management system support
- Liaise with IT and external system providers to resolve system issues and implement improvements.
- Maintain awareness of system upgrades, fixes, and enhancements.
Training & User Support
- Develop and maintain document control procedures, guidance, and training materials.
- Deliver training to authors, reviewers, approvers, and general users on OMS document control requirements.
- Provide ongoing user support and troubleshooting.
Reporting & Metrics
- Develop, monitor, and report metrics on document usage, compliance, and effectiveness of the OMS document control process
- Provide reports and insights to OMS and EHSQ leadership as required.
Translation & Distribution Support
- Coordinate the translation of OMS documents where required, in accordance with the document control procedure.
- Ensure translated documents are correctly uploaded, controlled, and published in the OMS portal.
AUTHORITY & DECISION RIGHTS
- Authority to administer, publish, withdraw, and archive OMS documents in line with approved workflows.
- Authority to intervene where document control requirements are not being followed.
- Authority to escalate systemic document control issues to OMS and EHSQ leadership

Qualifications
Qualifications
- General understanding of document management systems and controlled documentation processes.
- Strong IT literacy and confidence working with electronic management systems.
- Ability to work systematically, accurately, and independently.
- Clear written and verbal communication skills in English.
Experience
- Experience in a document control, quality, or management system role is preferred.
- Experience supporting corporate or multi‑site operations in an industrial, engineering, or operational environment is desirable.
- Experience providing user support and training for electronic systems is an advantage.
