Job Description
Title: Senior Finance Analyst
Location: Nairobi or in Location where EGPAF is based
Reports To: Operations Lead
Classification: Full-time
Job Purpose?
To establish and maintain finance management procedures for EGPAF, ensure compliance with all regulatory (donor & statutory) bodies and to develop capacity of the finance team in all countries supported under POST (Program Operation Support Team). The position will therefore strive to ensure efficient and effective finance and accounting systems.
They will coordinate a variety of financial analysis and planning functions in these countries including agreement budgeting and generating a variety of financial reports. They must collaborate with a variety of other staff to be successful including Countries’ leadership, Accounting staff, Awards & Compliance staff, Program staff and the Financial Planning & Analysis unit at headquarters in Washington, DC.
Role Summary
Financial Analysis
Identifies and communicates financial status by comparing and analyzing actual results with plans and forecasts, making use of HQ and Country generated reports including:
- Hold monthly pipeline review meetings with Countries’ leadership and program teams to discuss budget performance as per the budget monitoring policy.
- Financial Forecasting and burn rate analysis. Ensure projects are spending within the budgets.
- Liaise with Procurement teams to ensure timely project procurements as per procurement plans.
- Prepare donor financial reports for review by the FP&A unit.
- Agreement specific monthly costed work plans with actual expenditure.
- Provide monthly summary report of all the pipeline reviews highlighting any outliers that require management attention.
- Preparation of VAT reports.
Budget management
- Develop first draft of new business cost proposals and annual budgets under continuation awards.
- Prepare budget narratives to accompany budgets.
- Prepare budget revisions and responses to donor budget inquiries.
- Work closely with programs colleagues to develop costed workplans.
Forecasting
- Monitor spending and create projections for each project as needed to inform the core leadership team and guide spending decisions for budget holders.
- Support Funding Scenario Analysis.
- Ensure all the projects have accurate and approved costed work plans.
Joint Shared Cost distribution
- Prepare Cost share Matrix for distribution of shared common cost based on the labor hours charged to various project.
- Prepare monthly Journals for Joint shared cost distribution.
- Review staff FOPA and ensure timely submission to HQ.
Finance Staff Management & Supervision
- Team lead and dotted lines supervisory for the finance staff within countries supported under POST.
- Promotes a cohesive and supportive and team work within the finance team.
- Promote learning and development amongst finance officers through on-job trainings, mutually agreed upon professional development courses/tuition and coaching and generally motivate staff to improve performance.
- Ensure equity and fairness in Job allocations.
- Provide timely feedback including one on one meetings with the finance staff.
- Instill accountability culture among the team.
Audit & Compliance Review Support
- Develop/update the terms of reference in solicitation of the external auditors.
- Act as point of contact with external auditors, ensuring EGPAF’s full cooperation in the audit process.
- Support Donor/Prime Partner compliance reviews and audits, including follow up and complete resolution of findings
- Support EGPAF’s annual internal audit and Compliance Review functions and follow up of findings.
- Ensure timely resolution of all identified findings in audits.
Financial Management
- Payroll management and related processes oversight.
- Review of payments as per the responsibility matrix.
- Manage the cash request process to ensure all country offices have adequate cash at all times for its operating expenses
- Manage and oversee the cash management process to ensure its safeguarding and proper distribution
- Maintain contact with EGPAF bankers and monitor all bank transactions to ensure that adequate balances are maintained.
Others
- Perform and complete special projects and other financial duties as required.
- Present financial status of projects during Quarterly Financial Review meetings.
- Coordinate periodic returns to relevant statutory bodies.
- Analyze risk areas in financial operations and recommend mitigating factors
- Coordinate timely and accurate reporting to HQ.
- Ensure statutory compliance on all financial matters
- Liaise with EGPAF HQ and Regional departments as needed to enhance efficiency, effectiveness and compliance
- Ensure continuous innovations, adoption of best practices and regular reviews of finance and accounting operations for optimal efficiency
- Any other work related duties as may be assigned.
Qualifications
Qualification and Experience
- Degree in Finance, accounting or other relevant field, plus a minimum of five years of experience in financial administration and budget functions.
- Experience working with donor awards.
- ACCA or CPA full qualification or equivalent.
- Demonstrated analytical, financial management and budget monitoring skills.
- Previous knowledge in donor funding budgeting.
- Functional knowledge of the Excel, Microsoft Word, Power point as well as the ability to learn financial systems/other software tools.
- Experience working with diverse teams, comfortable working with minimal supervision and excellent interpersonal skills, including the ability to interact with and build strong relationships with senior staff, global and regional colleagues and external stakeholders.
- Strong organizational skills, high level of attention to detail, and effectiveness under stringent deadlines.
- Excellent English communication skills, both written and spoken; diplomacy in communicating with broad and diverse audiences.
- A high level of integrity, professionalism, and ability to develop strong working relationships in a team-based environment.
- Previous experience working with EGPAF is an added advantage.
