Position Description

The Deputy Chief of Party (DCOP) will have Is responsible for partnering successfully with the Chief of Party, home office project director, Division, Administration & Finance, expatriate and local staff. Is a representative of EDC and the project in the host country, interfacing with the local counterparts, the funder, and others; builds positive client, vendor, and funder relations. Provides direct supervisory support to field office Administration, HR, Finance, Procurement and Operations through the Operations Director, Finance Director, including providing on-going planning support, monitoring and performance evaluations of each of these units. Ensure that project systems are in place and working across the project. Oversees the management of the Grants Program and Subcontracts through the Operations Director. Ensures the effective implementation of project and company internal policies on security, human resources, financial & grants management, procurement, confidentiality of documents and information, ensuring the project is logistically efficient, fiscally sound and compliant with the legal and regulatory requirements of USAID, the GoU, and EDC policies.

The candidate for the position of Deputy Chief of Party shall have at a minimum the following qualifications:

Qualifications

Education:

Master’s degree in business, accounting, finance, international development or other related field.

Skills and Experience:

  • Possesses at least twelve (12) years of experience in financial, administration, and or international program management; international development, preferably in developing countries; and development program management.
  • Possesses at least eight (8) years of supervisory experience.

Specialized Knowledge /Skill:

  • Possesses a strong background in financial, human resources in recruiting, staff management, and other HR responsibilities.
  • Strong compliance knowledge with international donors and stakeholder management.
  • In addition, possesses the capacity to manage complex programs in a multi-cultural environment and providing consulting services in helping clients analyze problems, devise solutions and adopt solutions thereto is essential.
  • Experience in organizational development; management of development programs; and complex contracts or financial management systems or both is required.

Language:

Fluency in English is required.
