USAID ACCELERATED QUALITY EDUCATION FOR LIBERIAN CHILDREN
USAID Accelerated Quality Education (AQE) for Liberian Children is a USAID-funded four-year project to provide increased access to basic education for approximately 48,000 out of school children and adolescents, ages 8-15 and will be implemented in Bong, Grand Bassa, Lofa, Margibi, Montserrado, and Nimba.
Job Description
Under the supervision of the County Team Leader and the Sr Finance Manager, the Administration and Finance Officer supports the organized and efficient functioning of the administrative and financial aspects of the program in project field sites.
This position is located in Nimba county office and reports to the County Team Leader. This position will maintain close communication relationships with the technical team as well as operational staff as relevant.
S/he is an integral part of the County Teams and responsible for efficient functioning of all operational and financial aspects of the office and county sites.
S/he maintains close linkages with the relevant program staff in the technical unit as well as with the operations staff.
Essential functions include, but are not limited to the following:
- Maintain administrative and financial records and report to Sr Finance Manager in HQ in a timely manner
- Ensure all administrative and financial transactions comply with EDC and USAID regulations
- Maintain all office equipment and ensure regular servicing
- Track vehicle fuel usage in field and report to HQ on a weekly basis
- Coordinate procurement of supplies for running office
- Coordinate logistical arrangements for meetings and workshops at the office and pay workshop participants when applicable
- Coordinate logistical operations such as delivery of materials to schools
- Maintain records of meetings, including decisions made, for dissemination to the County Team Leader and HQ
- Provide all needed inputs for other county-level staff to complete their jobs in a timely manner
- Produce computerized versions of handwritten materials
- Coordinate teacher stipend payments, including ensuring that all teacher attendance sheets are collected in a timely manner.
- Resolve queries of teachers payments before submission to HQ
- Prepare necessary documentation to request for payment for teacher stipends
- Maintain office supplies and inventory records
- Conduct these and other tasks as required in support of project goals
Qualifications
- Bachelor’s degree in accounting or related field highly preferred
- 3 to 4 years of experience in finance, accounting, and/or operations required
- Secondary education and vocational training required at a minimum
- Supervisory experience preferred
- Experience with USAID or other donor-funded projects
- Good report writing skills
- Budgeting skills
- Detail-oriented and organized
- Must be able to work within a cross cultural setting, negotiate diplomatically, and function well under pressure
- Experience working with computers, especially MS Word and MS Excel
- Ability to work hands-on, independently, and within team in difficult work environment
- Willingness to frequently travel to other counties covered by the project and HQ in Monrovia
