Job Description

The Global Book Alliance (GBA) is an international partnership of donors, non-governmental organizations, civil society organizations, private sector actors, universities, and other education stakeholders dedicated to ensuring that all learners have the books they need in order to learn to read. By 2030, the GBA aims to see all children and youth with access to high-quality, books written at the right levels in languages they use and understand, as well as the teaching they need to use them effectively to develop their literacy skills.

USAID’s Global Book Alliance in Action (GBAIA) is a two-year initiative (2019-2021) that works with the Global Book Alliance, ministries of education, education partners, the private sector, and diverse stakeholders to improve national book supply chains so children receive the books they need to learn to read.

EDC has an opening for a Supply Chain Analysis Consultant, reporting to the Technical Director for Supply Chain Analysis and coordinating closely with the Chief of Party, other GBAIA staff and USAID staff from the GBA Secretariat. The position will also work closely with USAID Jordan’s Office of Education.  

The Supply Chain Analysis Consultant will assist the Technical Director (TD) for Supply Chain Analysis by providing expertise to the planning, implementation and analysis of the book supply chain in Jordan. The Consultant will work both in Jordan during the Supply Chain Analysis as well as from a home-based remote location prior to and after the assessment.

The supply chain analysis will examine the strengths and weaknesses of the book supply chain in Jordan for the Global Book Alliance and USAID. This analysis will provide information to strengthen the capacity of USAID Mission and partners working in the education sector (Jordan government, implementers, private sector partners and others) to implement effective interventions to improve book supply chain management.

S/he will assist the TD to refine the data collection methodology and play a major participating role in the implementation of a three week fact-finding mission to Jordan; be responsible for undertaking analyses, refining and adapting tools and procedures; and work with local stakeholders to identify book supply chain issues and achieve greater efficiencies. 

S/he will work closely with the TD to use the data collection instruments and to interview local stakeholders from the Jordan Ministry of Education, Science and Technology (MoEST) at national, regional and district levels, the GBA and USAID Missions and their implementing partners, and teachers and the private sector actors, contributing to the completion of supply chain analysis and helping to define lessons learned from the analysis by contributing to the reporting.  

The consultancy will operate between April through May a period of approximately 25 days working days.  The position will require travel to Jordan and within Jordan for approximately 2-3 weeks within that period.

Qualifications

This position requires educational achievement; excellent writing skills; demonstrable initiative, creativity, and flexibility; ability to work independently and effectively in groups; and strong interpersonal & organizational skills. Specific requirements:
● B.A. in relevant field; M.A. preferred 
● Minimum of 7 years related experience in supply chain analysis within the book sector;
● Experience in working with the publishing and print industry in the developing world;
● A sound understanding of the logistics of distribution in challenging environments;
● Demonstrated ability to work with Ministry of Education officials at all levels, donor staff, and diverse stakeholders;
● Strong analytical and pragmatic problem-solving skills together with a willingness to use initiative in following leads and the pursuit of information in the field;
● Good communication and interpersonal abilities together with experience in working with a small team in the field;
● Previous professional experience in Jordan highly preferred.

Language
Fluency in English is required. A knowledge of Arabic would be an advantage.
