Job Description

The Global Book Alliance (GBA) is an international partnership of donors, non-governmental organizations, civil society organizations, private sector actors, universities, and other education stakeholders dedicated to ensuring that all learners have the books they need in order to learn to read. By 2030, the GBA aims to see all children and youth with access to high-quality, books written at the right levels in languages they use and understand, as well as the teaching they need to use them effectively to develop their literacy skills.

USAID’s Global Book Alliance in Action (GBAIA) is a two-year initiative (2019-2021) that works with the Global Book Alliance, ministries of education, education partners, the private sector, and diverse stakeholders to improve national book supply chains so children receive the books they need to learn to read.

The objectives of the GBAIA activity in Jordan are: 
1. Undertake an analysis of the strengths and weaknesses of the book supply chain in Malawi for the Global Book Alliance and USAID; 
2. Strengthen the capacity of USAID Mission and partners working in the education sector (Malawi government, implementers, private sector partners and others) to implement effective interventions to improve book supply chain management;
3. Inform the USAID mission and its education partners on the use of the Global Digital Library.

Essential Functions
The National GBAIA Consultant
 will assist the Global Book Alliance in Action team in Jordan by providing support to the planning, implementation and analysis of the book supply chain in country. 

S/he will assist the team by preparing a schedule and arranging appointments with a range of stakeholders to discuss questions of book supplies to primary school aged children, including but not limited to: Ministry of Education, Science and Technology (MoEST) officials at national, regional and district levels; local representatives of international agencies and donors; education project implementing NGOs; chambers of commerce; and local printers, publishers and distributors. 

S/he will work closely with the international consultants to interview local stakeholders and may also be required to work independently gathering data from teachers, schools and PTAs using standard GBAIA instruments.

The National Consultant will work with GBAIA team to identify book supply chain issues and be responsible for making an achievable itinerary, complete with logistics for the visiting international consultants and him/herself.

Qualifications

The expected outcomes for the Jordan National Consultant are:
1. Translate speech and written documents for non-Jordanian staff.
2. Analyze documents and highlight key issues for non-Jordanian staff.
3. Suggest appropriate meetings for the team and set up those meetings.
4. Provide assistance to the Technical Director for the Supply Chain Analysis to refine the data collection methodology within the context of Jordan.
5. Work with the Technical Director for Supply Chain Analysis, GBAIA Management, GBA Secretariat staff, and USAID Jordan to finalize list of stakeholders.
6.  Assist in the organization of meetings in Jordan.
7.  Conduct meetings in Jordan, both together with the Technical Director for Supply Chain Analysis and separately as necessary to use the data collection instruments and to interview local stakeholders (including from the Jordan Ministry of Education, Youth and Sport (MoEYS) at national, regional and district levels, the GBA and USAID Missions and their implementing partners, as well as teachers and private actors etc).
8. Write up meeting notes into a format to be agreed with GBAIA management and the GBA Secretariat.
9. Assist in the presentation of initial findings to USAID, MoEYS, and other stakeholders as necessary.
10. Review and comment on the drafts of the Supply Chain Reports as required.
11. Provide logistic support to the team including organizing vehicles, accommodation etc. as necessary.

Necessary Skills
The expected skill set for the Cambodia National Consultant are:
1. Ability to analyze documents, to assess important facts and provide an overview in English.
2. Ability to translate documents.
3. Ability to set up meetings with representatives from various government agencies.
4. Ability to keep notes during meetings with stakeholders and write up the notes into a concise summary of points discussed.
5. Ability to undertake interpreting at meetings.
6. Excellent level of spoken and written English.
7. Connections within the education sector at senior and mid levels are highly preferred
8. Ability to provide logistical support to the supply chain team including organizing vehicles, accommodation etc.

Qualifications
This position requires educational achievement; excellent writing skills; demonstrable initiative, creativity, and flexibility; ability to work independently and effectively in groups; and strong interpersonal & organizational skills. Specific requirements:
● Bachelor’s degree;
● Demonstrated ability to work with Ministry officials at national, regional, and district levels in addition to donor staff and a diverse set of stakeholders;
● Experience working with publishing and print industry in Jordan;
● A sound understanding of the logistics of distribution in the Jordanian context;
● Strong analytical and pragmatic problem-solving skills together with a willingness to use initiative in following leads and the pursuit of information in the field;
● Good communication and interpersonal abilities together with experience in working with a small team in the field;
● Excellent organizational capacity; Preferred
● Minimum of 5 years related experience in acting as secretariat for visiting international research missions, preferably with experience in supply chain analysis within the book sector;
 

Language
Fluency in English and Arabic is required.
