Job Description

The purpose of the five-year, $38.5 million USAID’s Esho Shikhi Activity is to improve the learning outcomes of marginalized Bangladeshi children in the crisis-affected district of Cox’s Bazar. The Activity aims to accomplish this goal by increasing learning opportunities; improving the quality of education in selected subjects; building capacity at the district, upazila (subdistrict) and community levels to plan, manage, and oversee quality education; and enhancing the aptitude of school communities to mitigate and/or manage the effects of shocks and stressors on education access and quality.

Position Description

The Senior Monitoring and Evaluation Specialist (SMES) establishes, manages, and analyzes the overall activity system to track progress towards meeting program goals, outcomes, and benchmarks, and oversees the operations research. S/he will work with USAID, the Ministry of Primary and Mass Education, and local authorities and stakeholders in Cox’s Bazaar  to design and conduct a Community Needs Assessment and Political Economy Analysis of education in Cox’s Bazaar, as well as Student Learning Assessments (baseline, midline and endline), and Conflict Sensitivity Assessments. S/he will lead the development of the program Monitoring, Evaluation, and Learning (MEL) plan.  S/he will manage and coordinate field-based monitoring and evaluation specialists, and any other staff responsible to performance monitoring and evaluation, including the oversight of data collection and reporting and data quality assessments. The individual must ensure that the methodologies proposed to measure the program’s impact on access, learning outcomes, school safety, SRGBV reduction, community engagement, gender, disability-inclusive and conflict sensitive measures, are being consistently and systematically tracked and reported.

Qualifications

The candidate for the position of Senior Monitoring and Evaluation Specialist shall have at a minimum the following qualifications:

Education:

A minimum of a Bachelor’s Degree (or foreign equivalent) in education, public/business administration, international relations, other social sciences, or a similar relevant field.  Master’s degree is highly preferred.

Skills and Experience:   

  • A minimum of six years of experience with performance monitoring, monitoring and evaluation, or operations research related to education in development work;
  • At least four years monitoring and evaluating education sector programs;
  • At least two years’ experience working with national/local institutions’ Education Management Information Systems;
  • Demonstrated experience in monitoring results and indicators of education quality, learning outcomes, access, retention, and community engagement;
  • Competency in descriptive and inferential statistics, including experience with statistical software (e.g., SPSS or Stata, as well as Excel);
  • Experience in qualitative research design, data collection, and analysis; and
  • Knowledge of database management.

Language:

Professionally proficient and fluent in written and spoken English. Fluency in Bangla is desired.
