Job Description

The goal of the upcoming, five-year, USAID-funded Expanding Malawi HIV/AIDS Prevention with local Organizations Working for an Effective Epidemic Response (EMPOWER) program is preventing new Human Immuno-Deficiency Virus (HIV) infections in targeted populations in PEPFAR priority districts in Malawi. EMPOWER will strive to increase use of proven, high impact, HIV prevention interventions by high-risk and underserved populations. A further objective is to identify undiagnosed HIV-infected persons (HIV case-finding) and link them to life-saving antiretroviral treatment (ART).

Within this Activity, the five-year, $15.5 million, Determined, Resilient, Empowered, AIDS-free, Mentored and Safe (DREAMS)   AGYW Services and HIV Case-Finding component is envisioned as a five-year award to: a) expand the use of high quality, integrated, sexual and reproductive health (SRH) and HIV prevention services by AGYW aged 10 to 24 in two districts; and, b) increase case-finding of undiagnosed HIV-positive individuals in four districts, through targeted outreach testing with robust linkages to ART. HIV case-finding will focus on adult men and young people aged 15-24, who constitute the majority of undiagnosed HIV-positive persons in Malawi. As part of DREAMS Monitoring and Evaluation, it is envisioned that an electronic database be developed to track services each DREAMS AGYW recipient receives by all DREAMS partners in priority districts.

Position Description

The Senior Technical Advisor, Monitoring and Evaluation (M&E) will lead M&E efforts for DREAMS AGYW services and HIV case finding implementation and develop monitoring, evaluation and reporting (MER) systems that include appropriate indicators, baseline data, targets and a plan to evaluate performance and produce timely, accurate and complete reporting. S/he will also design and execute qualitative research to obtain client feedback on barriers and facilitating factors to use of program services.

Qualifications

The candidate for the position of Senior Technical Advisor, M&E shall have at a minimum the following qualifications:

Education:

A Master’s degree or higher in Public Health, Social Sciences, or other relevant discipline is required.

Skills and Experience:

  • Minimum 7 years working on monitoring and evaluation in the public health and HIV fields;
  • Demonstrated expertise in designing rigorous quantitative and qualitative data collection systems and knowledge of methods for data analysis;
  • Knowledge of M&E issues and indicator development for HIV prevention and service delivery strengthening related to HIV/AIDS;
  • Familiarity with PEPFAR indicators and reporting requirements;
  • Hands-on practical experience setting up and managing MER systems for health programs in developing countries, and the ability to coach and train others in their use;
  • Experience in knowledge management and dissemination of research findings; and
  • Excellent report writing, analytical and oral presentation skills;
  • Experience successfully leading large health programs of similar size and complexity in developing countries;
  • Proven expertise in services for youth;
  • Demonstrated ability to build technical capacity of local organizations;
  • Experience helping local organizations to “graduate” from sub-grant status to prime partner status is desirable; and
  • Demonstrated ability to effectively interact with national, district and community authorities, the USG and other donors, and other implementing partners.

Language:

Fluency in English is required.  Fluency in Chichewa is desired.
