USAID ACCELERATED QUALITY EDUCATION FOR LIBERIAN CHILDREN

USAID Accelerated Quality Education (AQE) for Liberian Children is a USAID-funded four-year project to provide AQE will seek to increase access to basic education for approximately 48,000 out of school children and adolescents, ages 8-15 and will be implemented in Bong, Grand Bassa, Lofa, Margibi, Montserrado, and Nimba.

Job Description

The Community Mobilization Agent will be responsible for working with and through community structures to implement project interventions to support quality ALP programs and implementation of MOE policies. Community mobilization will promote adherence to the Teachers’ Code of Conduct, age appropriate grade placement, transition of ALP learners to the formal school system and other aspects of quality learning.

As a member of the county project team; 

  • Conduct timely and quality planning, implementation and monitoring of all project activities related to community mobilization at the county level. Plans will be based on activities and interventions that are developed in conjunction with the technical team leads in HQ and scheduled for coordinated roll out in the counties 
  • Contribute community mobilization plans to an integrated county level project work plan
  • Review progress against the work plan on monthly, quarterly basiswith county project team and local MOE officials
  • Prepare written reports on project activities and results on a monthly and quarterly basis
  • Work with community leaders, PTAs and other education structures to build their capacity to effectively monitor the ALP program particularly with respect to attendance and retention of learners and teachers; transition of learners to formal school; Teacher’s Code of Conduct; and advocacy for ALP, age appropriate enrollment and other related aspects of ALP
  • Assist PTAs or other community organizations to develop plans to address barriers to ALP enrollment; identify and recruit age-appropriate children to ALP; monitor attendance; and address gender-based violence at the school level
  • Support the implementation of the national communications strategy on accelerated learning
  • Maintain excellent relationships and coordination with HQ based staff to ensure that technical interventions are well understood and implemented with fidelity
  • Conduct these and other tasks as required in support of project goals

Qualifications

  • Bachelor’s degree strongly preferred, with a minimum of 5 years’ experience in community mobilization and development related to provision of quality education, preferably including social behavior change activities 
  • At a minimum, secondary education and 3 years of experience required
  • Experience in implementing community awareness and advocacy activities
  • Understanding of the Liberian education context; the county and district structure of the MOE
  • Knowledgeable of traditional and local government community structures
  • Experience conducting community asset mapping and/or stakeholder analysis
  • Ability to effectively mentor in one or more project topics
  • Ability to verbally communicate in an engaging manner and write clearly and concisely
  • Ability to build effective relationships with all clients, peers, and stakeholders
  • Ability to work within a cross cultural setting with tolerance and respect, and negotiate diplomatically
  • Knowledge of/experience with USAID-funded projects preferred
  • Must be able to work within a cross cultural setting, negotiate diplomatically, and function well under pressure
  • Demonstrated ability to effectively manage multiple projects to completion 

Additional Information

We are recruiting for 3 Community Mobilization Agents – (Montserrado, Bong, Nimba, Margibi, Lofa and Grand Bassa). This position is located in the county seat and reports to the County Team Leader. This position will receive technical guidance from all technical teams with respect to community level activities.
