About the Medical Examiner & Emergency Professionals Liaison role
The Medical Examiner & Emergency Professionals Liaison will be the primary point of contact for all Arizona Office of the Medical Examiners and external agencies, including law enforcement, emergency medical services (EMS), fire departments, and other public safety personnel. Under the direction of the Director of Tissue Recovery Optimization, this role will ensure timely and accurate communication, facilitate operational coordination, and support interagency collaboration while maximizing the number of organs and tissues recovered and transplanted. This position will provide prompt, effective service to Medical Examiners and external agencies to enhance professional relationships and increase donation awareness and support through education. This position will work closely with Organ Donor Optimization and Tissue Systems Optimization staff to ensure seamless, comprehensive, and collaborative service.
This role requires a high level of professionalism, collaboration, and commitment to Donor Network of Arizona’s mission. Responsibilities are to be carried out in a manner that reflects DNA’s comprehensive, full-service approach to donation by participating and cooperating with other department leaders. This position is also responsible for performing other duties as requested by the Director, Tissue Recovery Optimization
This position primarily works Monday-Friday with on-call availability required on nights and weekends.
Essential Duties & Responsibilities
1. External Relationship Management
- Serves as the primary liaison for Arizona Medical Examiners, law enforcement, EMS, fire departments, and other public safety personnel.
- Fosters and strengthens professional relationships to ensure smooth interagency coordination and maximize donation opportunities.
- Build and maintain relationships with partners and other educational institutions to support long-term strategic goals.
2. Strategic Planning & Implementation
- Develops, implements, and evaluates strategic plans for Medical Examiner offices and other key accounts to support and promote organ, tissue, and eye donation.
- Plans, implements, and communicates internal process or policy changes to external partners.
3. Education & Advocacy
- Educates and consults with external agencies, including Medical Examiners and public safety officials, to increase awareness and support for donation.
- Supports internal education efforts by attending and contributing to department and team meetings; provides data analysis and trend reporting as needed.
4. Operational Support & Problem Solving
- Provides real-time support during obstacles and challenges related to OME authorization, working through declines, special requests, and unique circumstances.
- Provides timely and high-level customer service through proactive communication, and consistent presence and visibility with partners.
5. Compliance, Legal & Regulatory Oversight
- Monitors Medical Examiner referrals, compliance, and agreements; conducts audits, identifies improvements, and supports staff training as needed.
- Drafts, publishes, and maintains written agreements with Medical Examiners and other external organizations as required.
- Remains up to date on state and regulatory laws regarding legal affairs and works closely with DNAs legal counsel.
- Serves as a subject matter expert on medical examiner, state, and legal practices, regulations, trends, and resources.
6. Data Analysis & Financial Management
- Tracks and analyzes financial data (e.g., transportation, facility use charges) to identify trends and recommend improvements for quality and cost efficiency.
- Acts as a resource and provides timely updates to internal stakeholders through documentation in Salesforce and hosting interdepartmental meetings.
7. Representation & Organizational Alignment
- Represents DNA at industry events and with organizations such as the National Association of Medical Examiners (NAME) and American Association of Tissue Banks (AATB).
- Represents DNA values and culture by acting as a role model and supporting the organization’s mission, vision, and core values.
- Perform other duties as required.
Requirements
Minimum Education
Bachelor’s degree in criminal justice, forensic science, emergency management, public administration, or related field preferred.
Minimum Experience
Minimum 3 years of experience in public safety, death investigation, or interagency coordination.
Experience working with law enforcement, EMS, or medical examiner offices is highly desirable
Minimum Field of Expertise
Knowledge of Biological Sciences, forensic science, or related expertise
Preferred Education
Bachelor's degree
Certified Tissue Bank Specialist (CTBS) and / or Certified Eye Bank Technician (CEBT)
Preferred Experience
3 years in a supervisory or leadership role
