Job Description

Crown seeks a Program Analyst with experience performing Earned Value Management (EVM) analysis and program execution to support our FAA customer’s Acquisition Oversight and Reporting Division’s Earned Value Management Focal Point (EVMFP). The office establishes, implements, maintains, and ensures EVM policy is adhered to within the FAA as contained in the FAA Acquisition Management System (AMS). They desire support in project controls necessary to manage the cost, schedule, and quality of the program, and analysis of various data and information to ensure high-value FAA programs continue to provide value to the FAA. The selected candidate will have proven experience performing EVM program analysis, data manipulation and data presentation skills using Excel, Delphi, PRISM, and other tools, and present strong capabilities of performing in the execution of large programs.

Responsibilities

• Provide cradle to grave (e.g., pre-award to post-award) EVM consulting life cycle support for client, including policy, implementation, analysis, reporting, tool application, and training

• Specific focus will be to work with EVMFP and Business Analyst to manage EVM data such as the EVM portfolio status dashboards and briefings, and to help program project officers and contracting personnel implement EVM best practices

• Be able to use Microsoft Excel to enter data, and create complex formulas, using pivot tables, to create charts, and embed editable charts and tables into PowerPoint and create briefings

• Assist with developing EVM policies and procedures in accordance with FAA EVM guidelines, and standard language to be inserted in solicitations and contracts that outlines the EVM requirements as defined in the EVM policy

• Assist with EVMS implementation plan pre-award reviews and recommendations

• Assist program/project managers and contractors on EVM data reporting

• Provide a monthly analysis of EVM data and validating a monthly dashboard for each active contract and task orders in the approved format

• Support development and implementation of a web-based system for aggregating and viewing EVMS data

• Deliver briefings regarding the EVM status of all contracts

• Validate EVM data provided by contractors supporting FAA

• Review existing FAA EVM policies, standard operating procedures, and guidebooks and drafting and maintaining updated versions based on lessons learned, changes to policy, and industry standards; and

• Support development of EVM training to FAA program managers and staff

Qualifications

  • Bachelor's Degree, preferably in business or related field
  • 6 years of relevant experience
    • An MBA or Masters degree could substituted for 3 years of experience
  • Must have Earned Value Management (EVM) experience using EVMS systems or tools such as Cobra, MPM, Winsight, Primavera, etc
  • Experience supporting a federal customer with understanding of federal EVM policies and practices
  • Must be willing to travel (one 2-3 day trip per month)
  • Must have proficiency with Microsoft (MS) Office Suite (Word, Excel, PowerPoint, Project, Outlook)
  • Must be able to pass a government background check (Public Trust)
  • US Citizenship, US Residency, or US Work Permit holder
