The New York City Department of Homeless Services (DHS) is the largest organization in the United States dedicated to preventing and addressing homelessness. In partnership with other City agencies and nonprofit organizations, DHS works to prevent homelessness before it begins, reduce street homelessness, provide temporary shelter, and connect individuals and families to stable housing-all with a focus on accountability, empathy, and equity.

DHS is committed to continuous improvement and employs innovative strategies to deliver high-quality services that support a swift transition from shelter to self-sufficiency. The agency manages hundreds of facilities and operates with a large team as well as a several billion-dollar budget to meet the diverse needs of New Yorkers experiencing homelessness.

The purpose of Street Homeless Solutions (SHS) is to reduce street and subway homelessness by meeting people where they are, building trust through outreach, and connecting unsheltered New Yorkers to shelter, healthcare, and pathways to long-term stability.

The Joint Command Center, Public Partnerships and 311 Outreach Initiatives function within SHS and serves as the City’s central office for coordinated, cross-agency responses to crises involving individuals experiencing unsheltered homelessness. This function brings together City agencies, nonprofit providers, and external partners to ensure timely, compassionate and effective engagement of our most vulnerable New Yorkers. Beyond outreach responses, this unit works to implement and advance longer-term strategies that promote stabilization and support and pathways to housing for New York City’s most entrenched and vulnerable individuals experiencing street homelessness.

Under the executive direction of the Deputy Commissioner for Street Homeless Solutions, and with latitude for independent initiative and action, the Associate Commissioner for the Joint Command Center, Public Partnerships and 311 Outreach Initiatives leads the strategic direction and day-to-day operations of JCC functions, SHS public partnership initiatives and 311-driven outreach coordination that guide real-time responses, engagement and stabilization efforts. This position is responsible for ensuring that outreach responses, interagency coordination, public partnerships, capacity planning, and long-term strategy function as a unified system aligned with mayoral priorities and SHS mission.

The NYC Department of Homeless Services is recruiting for one (1) Administrative Director of Social Services M-V to function as an Associate Commissioner for the Joint Command Center, Public Partnerships, and 311 Outreach Initiatives who will:

- Provide executive leadership over the policy, strategy and operations of the Joint Command Center and Public Partnership functions, including street conditions response, crisis coordination, interagency case conferencing, partnerships and strategic initiatives. Establish division-wide policy priorities, operational protocols, performance standards and accountability measures for JCC and Public Partnership initiatives based upon Agency priorities. Ensure consistent implementation of agency policies and procedures while overseeing coordinated operations across all programs.

- Serve as the senior SHS policy and strategy lead for cross-agency and public-facing coordination involving Health & Hospitals (H+H), NYPD, DOHMH, HRA, DSNY, Parks, NYCHA, nonprofit providers, and other City and community partners. This includes oversight of the 311 Outreach Initiatives, encompassing the management and triage of incoming requests to ensure timely, coordinated and trauma-informed outreach responses, assessment of site conditions and determination of appropriate next steps.

- Oversee the development and management of public partnerships and collaborative initiatives that strengthen SHS’ ability to engage individuals experiencing street homelessness and connect them to services and housing. This includes having oversight of five new contracts supporting the operation of warming centers, ensuring these sites are running effectively and align with broader goals of the SHS division. Lead short- and long-term planning efforts to reduce street homelessness, with particular focus on highly visible, entrenched, or service-resistant populations.

- Exercise executive oversight of placement strategy, resource allocation, and emergency decision making related to housing and service capacity. Ensure integration of operational systems, data platforms, and performance management tools across JCC, outreach, housing placement, and partner operations. Collaborate with the SHS Data Lab to establish data governance standards, ensure data integrity, and advance analytics-driven policy and operational decision making that informs program design and resource utilization.

- Ensure compliance with all federal, state, and local laws, as well as DHS policies and procedures. Oversee the development and implementation of quality assurance frameworks to monitor service delivery, placement outcomes, retention, and data integrity. Chair or designate leadership for internal and external workgroups to improve coordination, reduce duplication, and enhance system-wide efficiency in the City’s response to unsheltered homelessness.

- Represent SHS at meetings and provide guidance for time-sensitive and high-visibility priorities, including stakeholder inquiries and emergent public concerns, as needed, beyond standard business hours.

Hours/Schedule: Monday-Friday 9AMx5PM 24/7 On-Call.

Qualifications

1. A baccalaureate degree from an accredited college or university and four years of progressively responsible experience, in a large governmental agency, business firm, civic or community organization operating in the area of social services, including one year at the administrative or managerial level; or

2. Education and/or experience equivalent to "1" above. Graduate education or a license may substitute for up to a maximum of three years of experience in the area of social services, but not for the one year of experience at the administrative or managerial level as described in "1" above, as follows:

(A) A master’s degree from an accredited college or university in accounting, business, child welfare, counseling, economics, education, finance, human resources, labor relations, management, management science, nursing, operations research, organizational behavior, personnel or public administration, political science, psychology, sociology, social work, statistics, and/or urban studies may substitute for two years of experience; and/or

(B) Graduate education beyond the baccalaureate degree may be substituted at the rate of 30 semester credits from an accredited college or university in the area(s) listed in “2(A)” above for each year of experience up to a maximum of three years; or

(C) A valid New York State Registration as a Licensed Clinical Social Worker (LCSW) or Licensed Master of Social Work (LMSW) may substitute for three years of experience.

However, all candidates must have a baccalaureate degree from an accredited college and one year of experience at the administrative or management level as described in "1" above.
