Job Description

Traffic Control & Engineering is seeking a candidate to fill the position of Administrative Transportation Coordinator M-2 to serve as the Senior Director of Maspeth Central Operations. The Senior Director will provide executive leadership, strategic direction, and administrative oversight for Maspeth Central Operations, overseeing Highway Signs, Street Furniture, Vertical Elements, Pavement Markings, the LIE HOV Lane Reversal, Central Warehouse, Sign Sales, Sign Manufacturing & Distribution, and hazardous waste containment and removal activities. The position is responsible for managing a diverse workforce and ensuring the effective delivery of critical traffic control, transportation infrastructure, and maintenance services citywide.

The selected candidate will direct the planning, development, implementation, and evaluation of operational programs, maintenance activities, and installation initiatives related to traffic control devices and roadway infrastructure. The Senior Director will establish operational priorities, performance objectives, and resource allocation strategies to ensure that staff, equipment, materials, and financial resources are utilized efficiently and effectively. The position oversees efforts to identify, prioritize, and address traffic control needs affecting roadway safety, traffic operations, curb management, and mobility for pedestrians, cyclists, transit users, and motorists.

The Senior Director will collaborate with planning, engineering, construction, and policy units on the review, design, and implementation of Capital Projects, Street Improvement Projects (SIPs), Vision Zero initiatives, cycling and micromobility improvements, and other Mayoral and Agency priorities. The selected candidate will ensure that all installations and maintenance activities are performed in accordance with approved plans, standards, specifications, and regulatory requirements.

The position is responsible for developing and administering the unit's budget, monitoring critical performance indicators, and implementing policies, procedures, and management initiatives to improve efficiency, accountability, productivity, and service delivery. The Senior Director will prepare and review management reports related to manufacturing operations, highway sign and support installations, pavement markings, vertical elements, overtime expenditures, warehouse inventory, procurement activities, and production backlogs. The selected candidate will serve as a principal advisor to the Chief of TCE and Deputy Chief of TCE on matters involving traffic control operations, workforce management, asset maintenance, resource allocation, and operational planning.

The Senior Director will direct emergency response operations requiring immediate Traffic Control & Engineering involvement and remain on 24-hour call to coordinate responses to incidents including, but not limited to, the removal and replacement of highway sign structures, emergency sign installations, pavement marking restoration, traffic detours, storm response activities, and other critical transportation infrastructure needs. The selected candidate will perform related duties and special assignments as directed by the Chief of TCE and Deputy Chief of TCE. Traffic Control & Engineering is responsible for administration, engineering and operations related to the installation, manufacturing, maintenance and removal of signs, flexible bollards, moveable barriers, in-house traffic sign production and other traffic control devices. The office draws on the expertise and talents of engineers, sign designers, planners, inspectors, IT experts, analysts and others to help the agency achieve Vision Zero and other city goals.

Qualifications

1. A baccalaureate degree from an accredited college and five years of satisfactory, full-time experience in traffic flow theory; highway capacity analysis; traffic accident analysis; traffic studies; urban transportation planning; geometric design of roadways; planning and design of parking facilities, traffic signs and markings, or traffic signals; citywide traffic surveillance and control; traffic engineering administration; or an acceptable related field. This experience must have included two years in an administrative capacity, managing engineering and technical personnel or a large operations staff; at least two years of the above experience must have been acquired in the United States; or

2. A two-year master's of science or engineering degree (equivalent to 60 graduate credits) in transportation planning, traffic engineering, or a related area from an accredited college and three years of satisfactory full-time experience as described in "1" above, including two years in an administrative capacity, managing engineering and technical personnel, or a large operations staff; at least two years of the above experience must have been acquired in the United States; or

3. Education and/or experience equivalent to "1" or '2" above. However, all candidates must have at least two years of experience in an administrative capacity, managing engineering and technical personnel, or a large operations staff; at least two years of the required experience must have been acquired in the United States.
